Book excerpt: Ce travail vise à inciter les acteurs d’un système d’information de veille stratégique à s’impliquer, à participer et à collaborer dans ce contexte. Dans cette perspective, nous abordons le système de veille par les acteurs qui le composent. Nous cherchons à déterminer les motivations de ces derniers dans le but précis d’influencer leurs comportements. Notre approche abductive est faite de vas-et-viens entre une revue de littérature, abordant autant les systèmes d’information que les notions de motivation et d’incitation, et un terrain unique étudié en profondeur. Notre approche de ce dernier fut longitudinale et qualitative. Nous avons effectués 46 entretiens semi-directifs et un projet de recherche de quatre mois au sein de la plus importante cellule de veille d’une grande entreprise hautement technologique dans le secteur industriel. Ce terrain fut extrêmement riche et complexe à exploiter. Cette recherche identifie trois résultats majeurs. D’abord, elle propose une réflexion poussée quant à la manière d’organiser et de mettre en place un système de veille en entreprise. Ensuite, elle propose un modèle de motivation et d’incitation des acteurs dans ce contexte. Ce modèle, issu autant de la littérature que du terrain, propose d’aborder les incitations selon les perceptions des individus. Il identifie deux types de facteurs pouvant influencer les perceptions des acteurs : l’environnement de travail et les caractéristiques personnelles des individus. Enfin, ces dernières nous permettent de développer ce que nous appellons un « profil motivationnel » du veilleur, afin de pouvoir notamment, faciliter son recrutement en entreprise.

Book excerpt: Dans les revues specialisees tout comme dans les revues economiques, on parle de plus en plus de veille technologique, de veille concurrentielle, de veille strategique. Cependant, peu nombreuses sont les pme-pmi qui maitrisent les notions liees a ces concepts : on confond le systeme d'information avec la veille, la veille technologique et la veille strategique, ou encore, on assimile la veille strategique et l'analyse strategique. De plus, lorsque l'on interroge les entreprises sur leur systeme de veille strategique, on constate qu'elles mettent en place des actions sans pour autant les identifier : elles semblent utiliser des pratiques de veille strategique, leurs responsables en sont persuades, mais ils eprouvent les plus grandes difficultes lorsqu'il s'agit d'en faire le recensement. Les actions conduites peuvent, par voie de consequence, souffrir de redondance, d'inefficacite et de manque de synergie, ce qui affecte la preparation de l'entreprise aux enjeux actuels et futurs. Cettethese a pour objectif d'esquisser quelques reponses a ces questions. Dans un premier temps, l'elaboration theorique d'un systeme de veille strategique est proposee afin d'apporter un eclairage sur chacun des concepts etudies. Ensuite, une re-visite du systeme par l'experimentation est abordee. Elle consiste, d'une part, a proposer une methodologie specifique de diagnostic des pratiques de veille strategique des pme-pmi, d'autre part, a mettre en place le developpement du systeme identifie a l'aide d'une methodologie de projet. Enfin, suite a l'experimentation, le systeme elabore est enrichi par la mise en lumiere du role des outils de management et des acteurs, ce qui permet de renforcer l'aspect dynamique du systeme propose.

The 2018 TZG updates and expands on the guidance in the one previous jointly-developed, zoonoses-specific guidance document: the 2008 Tripartite “Zoonotic Diseases: A Guide to Establishing Collaboration between Animal and Human Health Sectors at the Country Level”, developed in WHO South-East Asia Region and Western Pacific Region. The 2018 TZG supports building by countries of the resilience and capacity to address emerging and endemic zoonotic diseases such as avian influenza, rabies, Ebola, and Rift Valley fever, as well as food-borne diseases and antimicrobial resistance, and to minimize their impacts on health, livelihoods, and economies. It additionally supports country efforts to implement WHO International Health Regulations (2005) and OIE international standards, to address gaps identified through external and internal health system evaluations, and to achieve targets of the Sustainable Development Goals. The 2018 TZG provides relevant country ministries and agencies with lessons learned and good practices identified from country-level experiences in taking OH approaches for preparedness, prevention, detection and response to zoonotic disease threats, and provides guidance on multisectoral communication, coordination, and collaboration. It informs on regional and country-level OH activities and relevant unisectoral and multisectoral tools available for countries to use.

Its subject, reflected in the title "Sciences and Empires", is not a currently-accepted sub-discipline of the history of science; rather, it refers to a set of questions which found autonomy only recently. The terminology was strongly debated by the participants and, as is frequently suggested in this book, awaits fuller clarification.
