Book excerpt: The impetus for this work emerged from Savall’s belief that there is a doubleloop interaction between social and economic factors in organizations, between behaviors and structures, and between the quality of life in organizations and their economic performance. When managers underestimate this dynamic interaction, the resulting tension ultimately manifests in lowered performance and increased costs, what he refers to as the “hidden costs” of organizational life. Only by delving into the depths of these organizational dynamics can we hope to fully understand – and create the basis for improving – organizational performance. The Qualimetrics Approach presents a different and challenging way of thinking about analyzing organizations, one that draws together quantitative information, financial analysis and qualitative insights into organizational dynamics. As Savall and Zardet argue, to gain a true understanding of what is happening in organizations, intervener-researchers must focus on all three perspectives, as ignoring any one of them will lead to incomplete understandings. Their approach underscores the importance of using qualitative data to validate quantitative depictions (“the numbers”) of organizational performance in understanding the construction of financial statements. The strength of Savall and Zardet’s approach is that it pushes us to go deeper, to fully understand the narratives underlying the numbers and the social construction of our financial assessments.

This book will be of interest to both practitioners and academics as it seeks to inform the reader about the practice of competency management in European public services. It throws light on the origins and meanings of the concept and traces the competency movement from the 1980s in the UK and USA. It links competency management to performance management and HRM and demonstrates how a competency approach can add value to all parts of an organisation. The nine country studies provide a rich insight into the practices found across the public sectors of Europe. At one end of the spectrum is Britain with its holistic approach to competency management in the Senior Civil Service and widespread use throughout the rest of the service. Belgium, the Netherlands and Finland provide further examples of recent developments and good practice. In France and Germany, however, competency management has only just appeared on the reform agenda and the reasons for this are identified. Micro studies in Italy and Sweden provide an insight into the problems that arise when the perceptions of reformers diverge from those of managers and managed, while the study of Poland shows the problems faced by countries in transition which lack an appropriate educational sub-structure for public management and HRM.

This is particularly true for the operational phase of the scheme that represents by far the longest period in its lifetime cycle. Bulletin 154 presented a general approach and concepts to be applied to dam operation. The current Bulletin 175 extends the developed concepts to all phases preceding the operational phase. Many risks associated with the operation of existing dams have their origins in other phases preceding the actual operation. Although there are numerous ICOLD Bulletins addressing technical aspects of planning, design, construction and commissioning of dams, there is not a single Bulletin which covers the subject in a comprehensive manner. The current document is a first attempt to capture all relevant dam safety aspects in all preoperational phases by systematically characterizing the actors involved, their roles, the activities and complex interactions present in different phases of the dam lifecycle. An Overarching Safety Management System is specifically developed that can be applied to all actors involved. La gestion de la sécurité des barrages est une préoccupation majeure pendant tout le cycle de vie d'un projet de barrage. Cela est particulièrement vrai pour la phase opérationnelle du système qui représente de loin la période la plus longue de son cycle de vie. Le Bulletin 154 présente une approche générale et des concepts à appliquer à l'exploitation des barrages. Le Bulletin 175 actuel étend les concepts développés à toutes les phases précédant la phase d'exploitation. De nombreux risques associés à l'exploitation des barrages existants ont leur origine dans d'autres phases précédant l'exploitation proprement dite. Bien qu'il existe de nombreux bulletins ICOLD traitant des aspects techniques de la planification, de la conception, de la construction et de la mise en service des barrages, il n'existe pas un seul bulletin qui couvre le sujet de manière exhaustive. Le document actuel est une première tentative de capturer tous les aspects pertinents de la sécurité des barrages dans toutes les phases pré-opérationnelles en caractérisant systématiquement les acteurs impliqués, leurs rôles, les activités et les interactions complexes présentes dans les différentes phases du cycle de vie du barrage. Un système global de gestion de la sécurité est spécifiquement développé et peut être appliqué à tous les acteurs impliqués.
