Book excerpt: Nous considérons le problème de l'évaluation statistique de l'efficacité d'une mesure de sécurité routière à partir de l'observation avant et après cette mesure des effectifs d'accidents enregistrés dans 5 sites comportant chacun R types d'accidents. Des modèles basés sur une distribution multinomiale permettent alors de répartir le nombre total des accidents de chaque site expérimental entre les différents types en tenant compte de l'évolution de l'effectif de ceux-ci observés indépendamment de la mesure imposée (notion de sites de contrôle). Nous généralisons ainsi le modèle de tanner. Nous estimons et analysons l'efficacité de la mesure de sécurité routière sous l'hypothèse d'égalité de l'effet aux différents sites expérimentaux. Nous suggérons ensuite une statistique pour éprouver l'égalité et étudions sous certaines conditions la distribution asymptotique de cette statistique. Lorsque l'égalité de l'effet n'est pas admise, nous faisons l'hypothèse supplémentaire que les différents effets de la mesure forment un échantillon provenant d'une certaine loi. Nous proposons dans ces conditions une méthode d'approximation pour estimer l'espérance mathématique et la variance de cette loi et nous fournissons des programmes informatiques qui permettent de mettre en oeuvre la méthode

Book excerpt: Leur inversion directe par les procédures classiques pose souvent des problèmes d'instabilité numérique et on n'est pas certain de la qualité des inverses numériques obtenus. Nous proposons une approche par complément de Schur pour contourner ces difficultés et estimer par la même occasion la variabilité des paramètres des modèles en calculant directement certains éléments d'une matrice de variances covariances. L'utilisation de la méthode du complément de Schur permet également de vérifier de façon formelle la condition d'inversibilité des matrices d'Information et d'obtenir une expression formelle de la variance des estimateurs; ceci permet l'étude de leur comportement asymptotique ainsi que la construction d'intervalles de confiance et de tests d'hypothèse relatifs à la nullité de l'efficacité moyenne de la mesure. Nous appliquons ces résultats théoriques à des aménagements routiers effectués sur certaines routes nationales de la région Nord Pas de Calais ainsi qu'à l'évaluation de l'impact sur les nombres d'accidents de l'installation de panneaux-réclame le long de certames autoroutes de Montréal. Enfin, nous étudions et obtenons la loi asymptotique de certaines statistiques utilisées pour éprouver l'hypothèse d'égalité des effets moyens par site ou par type d'accidents. Les conclusions et perspectives sont structurées autour de l'utilisation de nouvelles méthodes d'estimation, de l'introduction de nouvelles familles de modèles multivariés et de la recherche de solutions initiales adaptées aux données de nos approches statistiques de l'évaluation d'une mesure.

Eight chapters describe how measurement and various quantification techniques may be used to fight against corruption, improve cross-border celerity, boost revenue collection, and optimize the use of public resources. More than presenting “best practices” and due to the association of academics and practitioners, the case studies explore the conditions under which measurement has been introduced and the effects on the administrative structure, and its relations with the political authority and the users. By analyzing the introduction of measurement to counter corruption and improve revenue collection in Cameroon, two chapters describe to which extent the professional culture has changed and what effects have been noted or not on the public accountability of fiscal administrations. Two other chapters present experiments of uses of quantification to develop risk analysis in Cameroon and Senegal. By using mirror analysis on the one hand and data mining on the other hand, these two examples highlight the importance of automated customs clearance systems which collect daily extensive data on users, commodities flows and officials. One chapter develops the idea of measuring smuggling to improve the use of human and material resources in Algeria and nurture the questioning on the adaptation of a legal framework to the social context of populations living near borders. Finally, two examples of measurement policies, in France and in South Korea, enlighten the diversity of measurement, the specificities of developing countries and the convergences between developing and developed countries on common stakes such as trade facilitation and better use of public funds.

The building of the city was a gigantic public-works program, reflecting the various ties that existed between the planners on one hand and the contractors and suppliers on the other. Epstein gives a detailed account of the pilot plan and the rise of satellite towns between 1957 and 1967. The planners dreamed of a city that would transcend the frustrations of urban life in the underdeveloped world, but they failed to provide a sector where the actual builders of the dream city would live. Shacktowns soon developed, and have expanded to accommodate migrants--often displaced, landless cultivators--who continue to be attracted to the city. The conclusion Epstein comes to is that urban squatting will remain a prominent feature of Brasilia, a part of a system deeply rooted in local, national, and global structure and ideology. Until there are revolutionary changes in society, squatting and shantytowns will be a fact of life in the underdeveloped world.
