Book excerpt: This report examines contracted employment programmes and focuses in particular on the prevention of fraud, the treatment of subcontractors, and ensuring fair treatment of customers. The Committee found that levels of detected fraud in contracted employment programmes are low, but feels that there is no room for complacency; the frauds uncovered to date have highlighted the existence of weaknesses in the system which could be exploited. Processes for the detection of fraud must be rigorous and robust. In addition, the financial penalties for providers who have fraud in their organisation are not severe enough. The report calls for customer rights to be given a much higher priority, and for a universal, monitored, and enforceable customer charter to be introduced. It also calls on the Department to carry out a "Customer Survey" of customers of contracted employment programmes to enable standards of customer service to be compared between providers and with Jobcentre Plus. The quality of provision to vulnerable groups, particularly those with disabilities, is another area of concern as providers are having to work with customers with more severe barriers than they had anticipated. The Report examines several examples of potential mistreatment of sub-contractors including allegations of the operation of a cartel, and notes that while it does not know how widespread unfair treatment of subcontractors is, neither does the Department.

According to the CalWORKs welfare-to-work model, immediately following the approval of the aid application, nearly all recipients search for jobs in the context of Job Clubs. For those who do not find employment through job search, an intensive assessment and a sequence of activities follow, to identify and overcome barriers to employment. Implementation in most counties is proceeding more slowly than some observers had hoped, but about as fast as could realistically be expected. County welfare districts (CWDs) face the dual challenge of expanding their capacity to deal with the new, higher, steady-state workload that CalWORKs entails and handling the much larger one-time surge of old cases as they move through the system. Providing mandated support services--child care and transportation; education and training; and treatment for alcohol and substance abuse, mental health, and domestic abuse--has been a challenge for most CWDs. To cope with this expanded workload, they have made different capacity-building decisions. The slow pace of movement through the system is worrisome, however, given the five-year lifetime limit that aid recipients face. Finally, those who have found jobs often do not earn enough to move them completely off aid and toward self-sufficiency. Additional post-employment services appear to be needed.. (MP)

So, why do so many public programs and organizations continue to underperform? A major reason is that measuring the types of performance that people value most -- real outcomes for citizens -- continues to be an elusive goal. And why is performance measurement so difficult? Because performance managers have not taken full advantage of the tools and knowledge available in the field of program evaluation; the worlds of performance measurement and program evaluation have much to learn from each other, but they remain largely separate for reasons of history, politics, and inertia. Improving Public Services spotlights recent advances in the theory and practice of performance measurement with potential to bridge the divide. As the text's essays, case studies, and comparative analyses demonstrate, many of the challenges to outcome-based performance measurement are similar across national and cultural boundaries. And many of these challenges are amenable to solutions drawn from program evaluation, especially program theory as captured in logic models. Key issues addressed include designing and implementing high-performance contracts, using administrative data to measure performance and evaluate program effectiveness, minimizing the unintended consequences of performance-based incentive schemes, measuring qualities of governance as well as service delivery, and fitting performance systems to different institutional settings. Encouraging improved performance through market mechanisms creates particular challenges for the nonprofits who must balance their missions with the bottom line. The organization of service delivery to welfare clients has undergone significant restructuring as a result of the 1996 Welfare Reform Act, which encouraged states to contract with outside companies and for the first time allowed them to determine eligibility for welfare benefits. Seeking to assess the impact of this development, M. Bryna Sanger studied the competitive contract environment in San Diego, Milwaukee, New York, and Houston. Interviewing contracters, public officials, opinion leaders, and researchers revealed the comparative advantages of a variety of key players in the multi-sector service industry. Sanger's conclusions paint a complex picture of how competitive contracting arrangements have changed the ways vendors and government agencies serve their clients. While performance and innovation have improved in some cases, all the players are finding that adequate accountability and contract monitoring are more difficult and expensive than anticipated. Both for profits and nonprofits are quickly draining talent and capacity as they compete for experienced executives from government and from each other. Sanger argues that competitive contracting is here to stay, but it will require more—not less—government management and oversight.
