Book excerpt: In the context of ageing populations, increasing participation of women in the labour market, growing marketisation of care provision, and, most importantly, global inequalities, racialised care workers have come to fulfil a key role within older-age care in western European societies. This book presents a gendered political economy of migrant and minority ethnic care workers’ experiences in older-age care in London, Paris and Madrid. Its cross-national comparative approach allows for a differentiated analysis of the workings of migration, employment and care regimes in three capital cities, with similarly segmented care sectors, yet diverse policies and implications for care workers. Sahraoui provides a novel perspective that advances debates on the ethics of care by foregrounding the voices of racialised care workers and contributing to feminist moral philosophy. Racialised Workers and European Older-Age Care offers unique insights into the meanings of care labour and the challenges arising from processes of neoliberal marketisation, precarisation and institutional racism. Concepts such as 'adaptability' and 'employability' not only require workers to adapt to new labour market circumstances but are also directed towards employers' duties to accommodate work and the workplace to the worker's situation. This book is the first study to analyse, at a global scale, how employment discrimination law gives shape to an accommodated workplace in three main areas of interest: age, disability, and religion/belief. Sixteen prominent labour and employment law scholars offer in-depth perspectives from Belgium, the Netherlands, France, Sweden, Russia, Israel, Canada, the United States, South Africa, and Australia. Each report fully integrates relevant legislation, case law, and legal doctrine and follows the same structure to allow easy comparisons across jurisdictions. Attention is also given to the roles of European Union law and the UN Convention on the Rights of Persons with Disabilities. Issues and topics covered include the following: - the scope of 'accommodation'; - 'reasonable' defined; - recognized business requirements that may override the duty to accommodate; - when employers' neutrality policies to avoid accusations of discrimination may constitute indirect discrimination; - use of integration or re-integration strategies to accommodate disabled/incapable workers; - use of 'exit gateways' that enable employers to avoid liability in cases of disability discrimination; - when employers must take into account workers' family lives; and - when an obligation to reclassify a worker exists. These articles were originally presented as papers at the 2015 meeting of the International Association of Labour Law Journals hosted by the Institute for Labour Law of the University of Leuven. Ultimately the book makes clear that reasonable accommodation cannot be narrowed down to a formal anti-discrimination perspective but requires an integrative logic that can grow in a broader labour law context. Book excerpt: Hong Yung Lee’s account of the Cultural Revolution illuminates its complexities and subtleties to an unprecedented degree. His primary concern is with the behavior of the masses once they were freed from party control, and his analysis of voluminous Red Guard publications highlights the different membership characteristics, positions, and strategies of both the student Red Guards and the worker Revolutionary Rebels, divided internally along a conservative-radical line. Rejecting the ideologically oriented assumption that workers and students of worker or peasant origin comprised the majority of the radical elements, Lee argues that students of bourgeois and other “bad” origins, workers in small factories, “sent-down” students, and demobilized soldiers were the radicals, whereas students from families with pre-1949 revolutionary careers and workers in large-scale and modern enterprises were found in large numbers among the conservatives. He contends that, contrary to some social science theories, the radicals were motivated by rational rather than ideological considerations, and that they attacked the status quo because it was they who experienced discrimination under the existing political system, whereas the conservatives generally belonged to favored social groups. Lee demonstrates that an adequate history of the Cultural Revolution cannot restrict itself to an analysis of policy difference among the elites, but must consider the behavior of the masses and their relationship with the elites.
