Book excerpt: The purpose of this joint applied project was to investigate and provide a comprehensive overview of current cross-organizational contract closeout practices. The goal of this project was to identify, compare, and document methods utilized and determine whether or not Regional Contracting Office-Hawaii (RCO-HI) may leverage established best practices. To mitigate the current problem of excessive overaged Army contracts, the following questions were asked: 1. Are other local contracting offices leveraging best practices to meet Federal Acquisition Regulation (FAR) contract closeout timelines? 2. If so, can RCO-HI benefit by incorporating those best practices into the current closeout process? 3. What improvements, if any, are necessary to improve RCO-HI's closeout process? Information was gathered through survey questionnaires targeted to acquisition professionals. In addition, a literary review provided potential best practices and tools capable of improving RCO-HI's current closeout process. This research project is an additional resource in the continued effort by RCO-HI to improve processes and reduce risks associated with overaged contracts.

Download or read book Foreign Military Sales written by Kristin Acquavella and published by . This book was released on 2000-12-01 with total page 113 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1968, the Foreign Military Sales Act was written with a primary objective of facilitating the common defense by entering into international arrangements with friendly nations. Shrinking defense budgets have shaped an industrial base that is dependent on foreign markets in order to survive. Both the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provide detailed guidance for negotiating contracts with foreign countries and stipulate that U.S. laws apply regardless of foreign policy. The FAR also provides the procedural requirements for the contract closeout process. Often the process is not completed in a timely or proper manner, resulting in noncompliance with contract closeout time frames, increased backlog, dissatisfied customers and significant monetary ramifications. The primary purpose of this thesis is to review the management of the contract closeout process and analyze it using process innovation tools. The FAR lists 15 specific Administrative Contracting Officer contract closeout steps that must be completed once a contract is deemed physically complete. Those steps are depicted using KOPeR methodology to identify process pathologies and shortcomings. Further, it develops two redesign alternatives that offer good potential to further streamline the process.

Download or read book Final Report on the Audit of the Administration of the Contract Closeout Process at the Defense Contract Management Region Dallas written by and published by . This book was released on 1990 with total page 10 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is our final report on the Audit of the Administration of the Contract Closeout Process at the Defense Contract Management Region, Dallas (DCMR, Dallas), for your information and use. The work covered by this report is part of our larger audit of the Defense Logistics Agency's contract closeout process. That audit is, in turn, a part of a related Government-wide audit sponsored by the President's Council on Integrity and Efficiency. The audit was made from January to October 1989. The objectives of the audit were to determine the timeliness of the contract closeout process, the validity of unliquidated obligations on contracts awaiting closeout, and the timeliness of collection of overpayments on incentive contacts with cost underruns. As part of the audit, we also evaluated internal controls over the contract closeout process. As of December 31, 1988, the Contract Administration Report at DCMR, Dallas, showed that administrative contracting officers (ACO's) were administering 34,696 contracts and that 5,345 of those contracts were complete and awaiting contract closeout. The contracts that were awaiting closeout had $117.6 million of unliquidated obligations. The audit showed that, overall, the Defense Contract Management Region, Dallas, administered the contract closeout process effectively. The Defense Contract Management Region took actions during the audit to advise contracting officers of opportunities to deobligate funds and to take steps to recoup one overpayment. This report contains no recommendations.

Book Enterprise Contract Management

Download or read book Enterprise Contract Management written by Anuj Saxena and published by J. Ross Publishing. This book was released on 2008-02-15 with total page 345 pages. Available in PDF, EPUB and Kindle. Book excerpt: Globalization, increased economic and geopolitical uncertainty, technological advancements, and a rise in the number of regulations and legislations have led to a significant rise in the importance, volume, and complexity of modern contractual agreements. Yet, in spite of these profound changes, many organizations still manage the contracting process in a fragmented, manual, and ad-hoc manner, resulting in poor contract visibility, ineffective monitoring and management of contract compliance, and inadequate analysis of contract performance. The net effect of this has been a heightened interest in re-engineering and automation of Enterprise Contract Management (ECM) processes across industry sectors and geographies. Enterprise Contract Management: A Practical Guide to Successfully Implementing an ECM Solution addresses all the questions surrounding ECM, ECM solutions, and the project management, change management, and risk management considerations to ensure its successful implementation. This concise text will help your organization manage the challenges of the contract life cycle and the key success factors and pitfalls in a typical ECM solution. It is a must read for corporate executives, buyers, procurement and strategic sourcing specialists, contract administrators and procurement managers. There is currently no other book available on ECM solutions. All existing books on contract management focus on the legal aspects of contracts, but none describe the functions, features, capabilities of technology solutions that support ECM, nor do they explain the key considerations for ensuring a successful ECM solution implementation.
