Download or read book Logistics Civil Augmentation Program Task Order 130 Requirements Validation Government Oversight and Contractor Performance written by and published by . This book was released on 2007 with total page 72 pages. Available in PDF, EPUB and Kindle. Book excerpt: Established in 1985, the Logistics Civil Augmentation Program (LOGCAP) is a U.S. Department of the Army (Army) program that preplans for the use of global corporate resources in support of worldwide contingency operations. In the event that U.S. forces deploy, contractor support is then available to a commander as an option. The focus of this review is LOGCAP Task Order 130 that was awarded on April 27, 2006, to Kellogg, Brown and Root Services Inc. (KBR) to provide services necessary to support, operate, and maintain the Chief of Mission and Multi-National Force-Iraq staffs located at the U.S. Embassy-Iraq, and at other Chief of Mission sites within Iraq located in Baghdad, Basra, Al Hillah, and Kirkuk. We performed this review at the request of the Management Counselor, U.S. Embassy-Iraq. The broad objectives of this review were to determine whether the U.S. Government is receiving the services paid for under LOGCAP Task Order 130 and whether the support provided is reasonable, efficient, and cost effective. This report specifically addresses three issues: (1) Does the government have a process in place that ensures requirements are properly validated?; (2) Did KBR's performance meet contractual requirements in an effective and efficient manner?; and (3) Is the government performing adequate oversight of KBR's performance? This is a partial review of Task Order 130; it specifically examined elements of contractor operations conducted within the International Zone of Baghdad, Iraq, for services in four areas: fuel operations, food service, billeting, and morale/welfare/recreation services.

Book The Logistics Civil Augmentation Program LOGCAP and the Operational Commander

Download or read book The Logistics Civil Augmentation Program LOGCAP and the Operational Commander written by and published by . This book was released on 1998 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Today, operational commanders face a myriad of decisions to make in support of major operations plans, contingency plans and campaign plans. Perhaps one of the most difficult decisions is how to support these plans logistically. Operational logistic support decisions are never easy to develop and have become more difficult due to the recent draw down of the military force structure and the advent of Joint Vision 2010. The Logistics Civil Augmentation Program (LOGCAP) is a viable resource that the operational commander can utilize to augment force structure. However, operational commanders must have an understanding of the concepts and underlying parameters for the incorporation of LOGCAP. Initially, the commander must first examine stated criteria to determine if the use of LOGCAP is justified. If these criteria are met, the commander must then understand how LOGCAP contractors will integrate into the command and control structure, how LOGCAP fits into their operational campaign and contingency planning process, and the additional force protection requirements that LOGCAP may demand. Finally, an understanding of the assimilation of these key elements is warranted to provide the commander with the ability to extend operational reach. This paper will address these issues and provide operational commanders with a better understanding of how to effectively incorporate LOGCAP into their operational logistics scheme.

Book The Logistics Civil Augmentation Program

Download or read book The Logistics Civil Augmentation Program written by Kenneth H. Clow and published by . This book was released on 1993 with total page 45 pages. Available in PDF, EPUB and Kindle. Book excerpt: Commanders are constantly seeking better methods of utilizing their precious, and usually scarce, resources in time of war. The Logistics Civil Augmentation Program, or LOGCAP, is one of the more recent programs developed to optimize the use of our ever decreasing military forces. LOGCAP is the preplanned employment of civilian contractors, contracted for in peace, to perform support missions in the theater of operations. The military has increasingly turned to contractors for wartime support since the days of Napolean. In the decade following the Vietnam War, the Soviet military build-up forced the United States to turn to civilian firms to offset the projected shortfall in forces available to counter the threat. Originally designed to be a decentralized program, planned and contracted for at the MACOM level to support the corresponding regional CINCs, LOGCAP met with little support and was not a factor in the Gulf War. The program was revised and in 1992 a single, worldwide contract was let to provide theater support base services to all interested MACOMs. This new version of LOGCAP was put into action for the first time for Operation RESTORE HOPE in Somalia. This study examines the evolution of LOGCAP and its utility in Somalia. It focuses on the issues that arose both before and during the relief effort in Somalia. The purpose of the study is to educate the reader and stimulate further discussion and thought on the concept of LOGCAP and its applicability to future operations.

Book Guidance for Army Contingency Contracting Officers in Preparation for Military Operations Other Than War

Download or read book Guidance for Army Contingency Contracting Officers in Preparation for Military Operations Other Than War written by William M. Robare and published by . This book was released on 2000-03-01 with total page 148 pages. Available in PDF, EPUB and Kindle. Book excerpt: The purpose of this study is to investigate, analyze, and promulgate the means by which the United States Army can effectively train its Contingency Contracting Officers in preparation for Military Operations Other Than War. This was accomplished by analyzing the literature on effectiveness of current laws and regulations governing contingency contracting and the lessons learned from past operations. Contingency contracting issues analyzed include their fundamental characteristics and effects, purpose of the Contingency Contracting Officers and their requisite roles and responsibilities, environment of statutory and regulatory requirements, adequacy of current training and planning, and training and planning resources that are available. Based on the identified inadequacies, this study proposes the following recommendations. These Contingency Contracting Officers must he more actively engaged in the supported unit's logistics planning process. Bach contracting activity must develop its own tailored qualification and certification. To fully capitalize on the capabilities of contingency contracting support functions, these individuals must be trained routinely before the actual deployments. Comprehensive contracting procedures and plans must be developed and incorporated into the contracting support plan. To better utilize the Logistics Civil Augmentation Program, a clearer understanding of its capabilities must be developed and communicated to the operational commanders and their staff officers.

Book Routledge Handbook of Private Security Studies

Download or read book Routledge Handbook of Private Security Studies written by Rita Abrahamsen and published by Routledge. This book was released on 2015-10-08 with total page 296 pages. Available in PDF, EPUB and Kindle. Book excerpt: This new Handbook offers a comprehensive overview of current research on private security and military companies, comprising essays by leading scholars from around the world. The increasing privatization of security across the globe has been the subject of much debate and controversy, inciting fears of private warfare and even the collapse of the state. This volume provides the first comprehensive overview of the range of issues raised by contemporary security privatization, offering both a survey of the numerous roles performed by private actors and an analysis of their implications and effects. Ranging from the mundane to the spectacular, from secretive intelligence gathering and neighbourhood surveillance to piracy control and warfare, this Handbook shows how private actors are involved in both domestic and international security provision and governance. It places this involvement in historical perspective, and demonstrates how the impact of security privatization goes well beyond the security field to influence diverse social, economic and political relationships and institutions. Finally, this volume analyses the evolving regulation of the global private security sector. Seeking to overcome the disciplinary boundaries that have plagued the study of private security, the Handbook promotes an interdisciplinary approach and contains contributions from a range of disciplines, including international relations, politics, criminology, law, sociology, geography and anthropology. This book will be of much interest to students of private security companies, global governance, military studies, security studies and IR in general.

Book Corporate Warriors

Download or read book Corporate Warriors written by P. W. Singer and published by Cornell University Press. This book was released on 2011-06-16 with total page 361 pages. Available in PDF, EPUB and Kindle. Book excerpt: Some have claimed that "War is too important to be left to the generals," but P. W. Singer asks "What about the business executives?" Breaking out of the guns-for-hire mold of traditional mercenaries, corporations now sell skills and services that until recently only state militaries possessed. Their products range from trained commando teams to strategic advice from generals. This new "Privatized Military Industry" encompasses hundreds of companies, thousands of employees, and billions of dollars in revenue. Whether as proxies or suppliers, such firms have participated in wars in Africa, Asia, the Balkans, and Latin America. More recently, they have become a key element in U.S. military operations. Private corporations working for profit now sway the course of national and international conflict, but the consequences have been little explored. In this book, Singer provides the first account of the military services industry and its broader implications. Corporate Warriors includes a description of how the business works, as well as portraits of each of the basic types of companies: military providers that offer troops for tactical operations; military consultants that supply expert advice and training; and military support companies that sell logistics, intelligence, and engineering. In an updated edition of P. W. Singer's classic account of the military services industry and its broader implications, the author describes the continuing importance of that industry in the Iraq War. This conflict has amply borne out Singer's argument that the privatization of warfare allows startling new capabilities and efficiencies in the ways that war is carried out. At the same time, however, Singer finds that the introduction of the profit motive onto the battlefield raises troubling questions—for democracy, for ethics, for management, for human rights, and for national security.
