Book excerpt: The Army continues enhancing its capability to plan and provide effective operational contract support for deployed Army and Joint forces. Operational tempo and reduced force structure has created a greater reliance upon commercial support to augment uniformed support. To ensure effective management and accountability of commercial support to deployed operations, the Army consolidated its expeditionary contracting structure into modular operational contracting units – contingency contracting teams (CCTs), senior contingency contracting teams (SCCTs) and contingency contracting battalions (CCBns) - under the command of contracting support brigades (CSBs). All CSBs are assigned to the new Expeditionary Contracting Command: a subordinate command of the US Army Materiel Command. This Field Manual (FM) provides basic doctrinal discussion on the organization and operations of the contracting support brigade (CSB). This FM's target audience includes operational commanders, staff members and the logistics staff of Army field units from the Army Service Component Command (ASCC), their assigned theater sustainment commands down to brigade level units, and their associated support battalions. This publication will also serve as a guide for CSB worldwide deployment and employment. It has been written to take into account doctrinal terms and constructs as found in the newly published FM 3-0 Operations and JP 4-10 Operational Contract Support. This new field manual (FM 4-92), describes how the CSB, and its subordinate contract support elements, “fit” into the operational commanders' mission construct and execution. The CSBs' specialized capability to provide operational contract support planning, integration, and contractor management provides the operational commander additional sustainment support capabilities; enables sustained operational momentum; and facilitates the effective transition from combat to security and stability operations. This manual fills an immediate need to provide commanders and their staffs with the doctrinal tools necessary to properly leverage these new contracting organizations. Reading this FM will familiarize operational commanders and their staffs with the CSB mission, organization, roles, and the key tasks CSBs perform to efficiently obtain and effectively utilize available commercial support in a theater of operations.

Book excerpt: Over the past ten years, the Department of Defense (DOD) has become increasingly reliant on contractors to perform a myriad of functions, including logistics support and force protection, in support of contingency operations. These contractors are necessary for many reasons, often compensating for a decrease in force size or a lack of capability within the DOD. Due to this increased reliance on contractors, the DOD has encountered numerous issues during contingency operations in Iraq and Afghanistan, including increased scrutiny on the overall costs of these contracts. While the DOD has acknowledged these issues and made improvements, there is still significant work to be done. This paper will address historical uses of contractors in support of contingency operations, the reasons for the increased reliance on contractors, and the issues encountered. It will examine the improvements across the DOD and the Army, as well as recommendations for future actions to improve contingency contracting. Ultimately, the DOD will continue to rely on contractors in future contingency operations. By continuing to improve contingency contracting operations, the DOD will be better postured for success in future missions.

Contractors' support however, has been unnecessarily costly, and has been plagued by high levels of waste and fraud. The United States will not be able to conduct large or sustained contingency operations without heavy contractor support. Avoiding a repetition of the waste, fraud, and abuse seen in Iraq and Afghanistan requires either a great increase in agencies' ability to perform core tasks and to manage contracts effectively, or a disciplined reconsideration of plans and commitments that would require intense use of contractors. Failure by Congress and the Executive Branch to heed a decade's lessons on contingency contracting from Iraq and Afghanistan will not avert new contingencies. It will only ensure that additional billions of dollars of waste will occur and that U.S. objectives and standing in the world will suffer. Worse still, lives will be lost because of waste and mismanagement.

Book excerpt: Contingencies such as regional conflicts, humanitarian and peacekeeping missions, or international or domestic disaster relief missions dictate the immediate deployment of military forces. This rapid deployment of Service members and other military assets requires concurrent deployment of supporting assets such as Contingency Contracting Officers (CCOs). The purpose of this research was to detail and compare the contingency contracting establishments of the Air Force, Army, Navy/Marine Corps, and Defense Contract Management Agency. The thesis compares and contrasts the regulations governing the contingency contracting operations, the organization structure, contingency contracting support plans, and the training requirements and duties of CCOs of the aforementioned components. All components have adequate structures in place for contingency contracting. However, the research provides several conclusions and recommendations on how the Services could conduct contingency contracting operations more efficiently. Recommendations include the establishment of a contingency contracting chief within the Marine Corps, scenario-based field training within Department of Defense and the Services, and tailored pre- deployment training within each Service. As the Services continuously redefine their missions, they must adapt all subordinate units and organizations to ensure personnel have the training and equipment to meet any contingency.

This project explores roles, procedures, principles and emerging issues facing contingency contracting professionals in respect to their responsibilities in expeditionary operations. Basic principles of contingency contracting and current literature relative to Army expeditionary operations were analyzed. Semi-structured interviews were conducted with both military and civilian acquisition professionals. Additionally, researcher developed surveys were distributed amongst deployed contingency contracting officers/specialists in order to approach this topic with a "boots on the ground" perspective. From the research conducted, recommendations are provided that the Army can implement to improve modern wartime contingency contracting and better prepare and train the contracting workforce to support future contingency operations.

This new Army tactics, techniques and procedures (ATTP) manual, “Operational Contract Support Tactics, Techniques, and Procedures,” is written for Army operational commanders and their non-acquisition officer staffs. It is applicable from brigade to Army Service Component Command levels. It provides “how to” guidance for planning, requirements preparation, and integration of OCS into combat operations. This ATTP will also facilitate the effective transition from combat to security and stability operations. Application of this ATTP will enable Army operational commanders, and their staffs, to efficiently obtain and effectively utilize available commercial support in a theater of operations.

Book excerpt: The continual introduction of hi-tech equipment, coupled with force structure and manning reductions, and high operating tempo mean that military forces will often be significantly augmented with contracted support. To do this, contract support integration and contractor management must be integrated into military planning and operations. Commanders and their staffs must have a working knowledge of key joint contract support integration and contractor management related terms, since these terms are not widely known outside of the professional acquisition community. Contingency acquisition, the process of acquiring supplies, services and construction in support of the joint operations begins at the point when a requiring activity identifies a specific requirement, defines the proper funding support, contract award, and administration requirement to satisfy activity needs. Contract execution begins with the award of the contract by a warranted contracting officer and ends when contractor performance is complete or the contract is otherwise terminated by the contracting officer. Contract closeout is executed once the contract has been completed and all outstanding contract administration issues have been resolved and ends once the contracting officer has prepared a contract completion statement. Understanding the roles and responsibilities of DOD, joint, and Service commanders and staffs related to operational contract support is critically important to all commands and staffs that may be involved with planning and managing contracted support and contractor management. Contracting is commonly used to augment organic military and other sources of support such as multinational logistic support, host-nation support, and to provide support where no organic capability exists, but contracting is often not properly planned for or integrated into the overall joint force logistic support effort. Contracting authority is the legal authority to enter into binding contracts and obligate funds for the USG, while command includes the authority and responsibility for effectively using available resources and for planning the employment of, organizing, directing, coordinating, and controlling military forces for the accomplishment of assigned missions. Command Authority (combatant command [command authority]) includes the authority to perform functions involving organizing and employing commands and forces, assigning tasks and designating objectives, and giving authoritative direction over all aspects of an operation; it does not include authority to make binding contracts or obligate funds on behalf of the USG. Systems support contracts are generally issued when the Service systems contracting activities award the original systems contracts. External support contracts are often used to provide significant logistic support and selected non-logistic support to the joint force. Theater support contracts are those contracts that are issued by deployed contingency contracting officers and are generally awarded to local vendors to support in-theater customers. This publication establishes doctrine for planning, conducting, and assessing contracting and contractor management functions in support of joint operations. It provides standardized guidance and information related to integrating operational contract support and contractor management, defines and describes these two different, but directly related functions, and provides a basic discussion on contracting C2 organizational options.
