It studies the cause, context and consequences of disasters in one of the most fragile Himalayan regions in India. The book establishes the fact that disaster management is built within the framework of good governance, without which it has no meaning. For lack of effective and responsive governance, development has lagged behind and even though the frequency of disasters has been increasing, little is being done to redesign developmental frameworks to prevent ensuing losses. Besides, the near absence of governmental support during recurrent disasters, communities have cumulatively become reservoirs of innovations to cope up with disasters. The resilience plans need not follow implanted models but may be cost effective only if they apply a bottom up approach. Just as the region is culturally diverse so are the challenges encountered by local communities in terms of generating resilience to every disaster. Despite more than a decade of the Disaster Management Act (DMA) of 2005, most of the states in this northeastern fringe of India continue to wait for its implementation beyond mere structures and offices. The book suggests that urgent action is required in accordance with the DMA 2005 towards inter-agency coordination, proactive participation of local governance, mobilization of Community based Organizations (CBOs) and curriculum based training in every academic and technical institution. Governments of these northeastern states of India should establish accountability of State Disaster Management Authorities and inspire them to participate proactively with communities for an effective resilience building in the region.

In harnessing the potential of trade, some of the most successful countries have developed strong trade relationships with their neighbors. However, many South Asian countries have trade regimes that often offset the positive impact of geography and proximity. This report documents systematically the gaps between current and potential trade in South Asia and addresses important specific barriers that have held trade back. These barriers include tariffs and paratariffs, real and perceived nontariff barriers, connectivity costs, and the broader trust deficit. This policy-focused report unpacks these critical barriers to effective trade integration in South Asia through four in-depth studies that produce new, detailed, on-the-ground knowledge. Three of the studies are based on extensive stakeholder consultations. Two also rely on tailored surveys. The fourth study, on tariffs, benefits from new data on paratariffs. The report also marshals new evidence showing how trading regimes in South Asia discriminate against each other. Given the South Asian context, incremental, yet concrete steps aimed at tapping the potential of deeper integration are appropriate. The report has been drafted in this spirit. It offers precise, actionable policy recommendations that could help achieve measurable progress in key areas of trade and integration that would be to the advantage of all countries in the region.

It analyses the processes of production of statelessness in South Asia in general, and with regard to the Rohingyas in particular. Following the persecution of the Rohingya community in Myanmar (Burma) by the military and the Buddhist militia, a host of texts, mostly descriptive, have examined the historical, political and cultural roots of the genocidal massacre and the flight of its victims to South Asia and South-East Asian countries. The UNHCR reports describe the plight of Rohingyas during and after their journey, while other works focus on the political-economic roots of this ethnic conflict and its consequences for the Rohingyas. To date, very few theoretical insights have been provided on the Rohingya issue. This book seeks to fill that gap, and explores a dialogue between the state and its citizens and non-citizens that results in the production of statelessness. In theoretical terms, the book addresses the construction of citizens and non-citizens on the part of the state, and the process of symbolic othering, achieved through various state practices couched in terms of nationalism. Extensive case studies from India, Myanmar and Bangladesh provide the foundation for a robust theoretical argument. Given its scope, the book will be of interest to students, academics and researchers with a focus on political economy in South Asia in general and/or refugee studies in particular.
