It then discusses issues raised at the consultations, including liability, who pays for clean-up, standards of cleanliness, how to improve site-specific information, and regional variations in brownfield redevelopment. Suggestions by stakeholders are offered and recommendations are made regarding such issues as legal equity and uncertainty, insurance product development, public education, and government initiatives and partnerships.

Chapter 5 presents some best practices that should help to remove those barriers, along with initiatives that can be undertaken to pursue those practices. Appendices include case studies and reviews of applicable legislation.
