The synthesis describes the state of the practice with respect to procedures used throughout the United States and other countries to determine highway construction contract time, with emphasis on new methods in use. Transportation agencies must set reasonable times for completion of construction projects. Factors to be considered in determining contract time include materials, equipment, labor, cost, and constraints such as weather, traffic conditions, utilities location, and user convenience. This report of the Transportation Research Board covers the still pertinent procedures from NCHRP Synthesis 79: Contract Time Determination (e. g., critical path methods, linear scheduling, bar charts) as well as new methods in use (e.g., A + B methods, lane rental, flexible time-to- start). In addition to information on various methods to determine contract time, information on issues related to implementing procedures for contract time determination, from both agency and contractor perspective, is included.

Book excerpt: This study was conducted to develop methodologies for appropriately determining the monetary values of I/D rates of highway construction projects in Indiana. In this study, a comprehensive literature review was performed to identify possible effective methodologies for work zone effects, construction impacts, and contract time optimization. The highway production rates were developed in a previous study. The production rates were validated and adjusted with the help from INDOT field engineers. The weigh-in-motion (WIM) collected traffic data were obtained, processed, and analyzed to provide input data for user cost calculations at highway work zones. Construction data were obtained and processed to develop the relationship between the construction cost and construction time. With the traffic and construction data, the methods for user cost calculations were developed as the basis of determining appropriate I/D rates. User costs resulting from traffic delays at Indiana highway work zones were analyzed. A series of equations for estimating user costs at work zones were developed. User cost calculation sheets using MS Excel were developed based on the traffic data on Indiana highway network. Finally, a method was developed to determine I/D rates based on the relationship between construction cost and construction time in combination with the estimated user costs at given work zones. Guidelines for developing A+B bidding and I/D provisions were provided.

Book excerpt: Construction duration is defined as the time frame given by the owner for the contractor to complete the project under normal work conditions, normal construc tion practice, and consistent with reasonable limits on costs. It starts when the con tractor receives the instruction to proceed and ends at the completion of construction w orks on site, allowing for delays caused by unanticipated circumstances, such as change orders, extra works, supply of materials, location, weather, and site work conditions. A single and deterministic approach for setting and analyzing construction contract duration may not be suitable in today?s dynamic and complex project environment. Previous researches were studied, the problem was framed and?a construction duration checklist? was developed to identify the different factors and factor c ategories affecting construction duration such as site requirements and considerations, fa cility requirements and considerations? In addition, the duration was broken down into controlling phases and sequential lags, and methods for estimation were provided . Forecasting construction duration is generally a subjective practice based on planners experience and judgment. This project is an attempt to provide a more objective approach for determining a proper duration to allow for the contractor to complete the project. Consequently, the contractor could prepare realistic and p ractical detailed schedule at the allocated budget within the limited time frame.

Book excerpt: Production rates are significantly important for contract time determination procedures as these are essential for estimating the duration of every activity needed to complete a highway construction project. For this reason, many estimation systems, including Texas Department of Transportation’s Contract Time Determination System (TXCTDS), explicitly depict production rate data of work items considered important in highway construction projects. Though many systems and databases available in the public domain provide an abundance of production rate data, they provide different rates for comparable work items. This research focusses on the development of the Production Rate Resource, a single, easy to use reference of production rate data gathered from publicly available sources intended to be used by TXDOT contract time estimators. The resource was developed by gathering production rate information through conducting a literature review and organizing the found data into a well assembled Excel workbook. This arrangement contains Excel sheet tabs depicting the resource’s introduction, details of the included production rate sources, a summary of the included work items and their respective production rate data, and item worksheet tabs portraying the gathered production rate data for each work item. These item worksheets also contain production rate averages, graphs that allow comparison and analysis of the data through visual aid, and specific scope information provided by the original sources. A recommended process based on the critical path method (CPM) was also developed for conducting a contract time determination using the Production Rate Resource. The gathered production rate data was then tested by conducting two contract time estimations of actual TXDOT highway construction projects using the recommended process. The results were compared with TXDOT’s contract estimations for an in-depth analysis, and the findings led to significant improvements to the resource. The final assembly of the Production Rate Resource provides production rate data for 59 highway construction work items provided by six publicly available sources.
