Based on a meticulous analysis of preparatory works and practice under the International Covenant on Civil and Political Rights, as well as the American and European Conventions on Human Rights, and with a special chapter on the International Labour Organisation's approach to international labour standards and emergencies, this book shows that respect for the rule of law and the concept of a democratic society are controlling parameters in any valid limitation on the enjoyment of human rights. It further shows that respect for human rights and the operation of institutions such as the Legislature and Judiciary are crucial to enabling societies to address and eventually remedy the root causes of emergency situations. The study recommends possible directions for the development of case law and suggests some practical means to help ensure that international legal requirements are in fact respected in emergencies.

By probing the political, educational, and psychological factors influencing the Red Guards, Jing Lin sheds light on how teenagers and young adults were able to justify violence in the name of class struggle and human rights. She concludes that non-critical, categorical thought, buttressed by the political and educational systems, was pivotal. Jing Lin introduces the work with a discussion of democratic and non-democratic thought, and of the Red Guards' views about class struggle, authority and justice. She then examines the theory behind Mao's totalitarian rule. Chapter Three is devoted to schools, and their decisive role in developing the Red Guards. The psychology of the Red Guards follows: Lin details how concepts of the proletariat, class enemies, and intellectuals nurtured habits of aggression and obedience. In concluding, Lin suggests how to foster critical and democratic thinking in Chinese education.

Book excerpt: A bold firsthand account of one of the persistent Arab uprisings, in Yemen At its beginning in 2007, the Southern Movement in South Yemen was a loose merger of different people, most of them former army personnel and state employees of the People’s Democratic Republic of Yemen (PDRY) who were forced from their jobs after the war in 1994, only four years after the unification between the PDRY and the Yemen Arab Republic. This bold ethnographic account of a persistent Arab uprising, in a rarely studied corner of the Middle East, explores why the Southern Movement has grown so tremendously during the last decade, and how it developed from a primarily social movement demanding social rights into a mass protest movement claiming independence for a state that had long vanished from the world map. Anne-Linda Amira Augustin asks why so many young people born after 1990 joined the movement and demanded the re-establishment of a state that they had never themselves experienced. At the core of South Yemeni resistance lies the transmission from generation to generation of a dominant counternarrative, which may be seen as the continuation and rehabilitation of the PDRY’s national narrative. This narrative, amplified through everyday communication in families and neighborhoods, but also by media-makers, journalists, school and university teachers, civil society actors, and by the movement’s activists, opposes the national-unity narrative of the Republic of Yemen and intensifies the demands for an independent state.
