Book excerpt: English Abstract: This article analyzes the failed constitution-making process in Chile, that proceeded in two different stages: (a) a top-down process, 2016-2018 (the Constituent Process Open to Citizens), and (b) a bottom-up process, 2020-2022 (Constituent Convention). From the perspective of constitution-making processes and constitutional change theory, the case of Chile illustrates how attempts to achieve constitutional change differ according to political and social context, institutional design, and substantive outcome (the constitutional text). This article addresses the question, 'What factors prevented the implementation of a constitutional text elaborated through a democratic and participatory process?' This study tries to demonstrate how the constitution-making process in Chile, a very innovative and participative process, failed because of its specific political and social context. The article begins by an analysis of the reasons that make a constitutional change in Chile necessary, before considering three variables regarding the two attempts at constitutional reform: political and social context, institutional design, and substantive change. Finally, it compares the two events to identify possible causes of failure and proposes possible future paths to follow.

This paper analyzes the extent to which workers in Bolivia face barriers to entry in the formal and informal sectors of the urban labor market. These barriers are most prevalent in the formal sector because of regulation. The higher wages found in the that sector are often regarded as evidence of labor market segmentation. However, wage differences between sectors may also result from compensating wage differentials, which follow from non-monetary returns to the job such as health insurance, utility associated with the workplace, and job security. The author proposes a model that allows testing for labor market segmentation between the two sectors on the basis of cross- sectional data. The methodology incorporates data on ways in which individuals search for new jobs and information about discouraged workers who have stopped searching for jobs. The proposed model accounts for all of the specific features of urban labor markets in developing countries, in particular the existence of a competitive informal sector.

Authoritarianism and the Elite Origins of Democracy systematically documents and analyzes the constitutional tools that outgoing authoritarian elites use to accomplish these ends, such as electoral system design, legislative appointments, federalism, legal immunities, constitutional tribunal design, and supermajority thresholds for change. The study provides wide-ranging evidence for these claims using data that spans the globe and dates from 1800 to the present. Albertus and Menaldo also conduct detailed case studies of Chile and Sweden. In doing so, they explain why some democracies successfully overhaul their elite-biased constitutions for more egalitarian social contracts.
