The author asks why legislators, especially U.S. senators, vote as they do. Are they influenced by their constituencies, party, committee leaders, the President? By taking a relatively short time span, the years 1961 to 1963, the author is able to give us answers far beyond any we have had before, and some rather surprising ones at that. Constituencies played a different, but more important role in senators' voting than earlier studies have shown. Senators appeared to be responding both to the opinion held by their constituents on different issues and to the intensity with which these opinions were held. On the interrelation of constituencies and party, Mr. Jackson finds that Republicans and southern Democrats were particularly influenced by their voters. The clearest cases of leadership influence were among the non-southern members of the Democratic Party. Western Republicans, on the other hand, rejected the leadership of party members for that of committee leaders. Finally, on Presidential leadership, Mr. Jackson shows that John F. Kennedy influenced senators only during the first two years of his administration. All of these findings challenge conventional wisdom and are bound to influence future work in legislative behavior.

Political parties play a crucial role in this. They select the candidates, form or oppose governments, and organize the work of the representatives in parliament. This model of democracy is however being criticized. Parties are hardly trusted and voters have become volatile. How, then, do elected representatives of the people see and fulfil their role? To study this a survey was organized among the members of statewide and sub-state parliaments in fifteen countries. Members of seventy-three parliamentary assemblies were asked how they perceive their representative role, what they do to keep in touch with voters, how they behave and vote in parliament and how they will try to get re-elected. One of the ways in which candidates and elected members of parliament might react to the changing conditions in which they have to represent the people is by stressing more personal characteristics as opposed to the party label and party ideology. Representation might then become more a matter of personal choice. The results of the survey presented in this book do however confirm quite strongly that representation is very much shaped by the political institutions in which it is performed. Representation differs between countries, between different electoral systems, between statewide and regional parliaments, and depends strongly on the party to which a member of parliament belongs. Representation depends not as much on who the representatives are, as on where they are.

Recent Congressional elections fly in the face of those requirements, however, with a startling lack of competition, growing ideological polarization, and a fierce struggle between the parties to manipulate the electoral rules of the game. Party Lines addresses these problems head on in an authoritative and timely analysis of redistricting in the United States. The practice of state legislatures redrawing district lines after the decennial census has long been a controversial aspect of our governing system. Recent developments have added new urgency to earlier debates. The sorry spectacle of mid-decade partisan gerrymandering in Texas renewed public attention to the potential problems of redistricting, reinforcing the view that it is unfairly dominated by self-serving elected officials and parties. The perfunctory character of Congressional elections is another growing problem—in 2002, only four House incumbents were defeated in the general election, the lowest in American history. Despite a hotly contested presidential contest in 2004, that number increased by only three. In Pa rty Lines, eminent political analysts explain the legal and political history of redistricting since the one person–one vote revolution in the 1960s and place it in the larger context of American politics. The authors document the impact of redistricting on competition, polarization, and partisan fairness, and they assess the role technology played in the redistricting process. The final chapter analyzes options for reform, including most importantly the use of independent redistricting commissions as an alternative to the normal state legislative process. Constituent instructions were more widely issued than previously thought, and members of state legislatures and Congress were more likely to obey them than political scientists and historians have assumed. Peverill Squire expands our understanding of constituent instructions beyond a handful of high-profile cases, through analyses of two unique data sets: one examining more than 5,000 actionable communications (instructions and requests) sent to state legislators by constituents through town meetings, mass meetings, and local representative bodies; the other examines more than 6,600 actionable communications directed by state legislatures to their state’s congressional delegations. He draws the data, examples, and quotes almost entirely from original sources, including government documents such as legislative journals, session laws, town and county records, and newspaper stories, as well as diaries, memoirs, and other contemporary sources. Squire also includes instructions to and from Confederate state legislatures in both data sets. In every respect, the Confederate state legislatures mirrored the legislatures that preceded and followed them.
