Book excerpt: The Latin America and the Caribbean region is consolidating its recovery from the COVID-19 crisis, but theroad ahead poses challenges: The damage inflicted by the pandemic on education and poverty require redress; new variants may appear; rising global inflation presents new policy dilemmas; and the long-standingreform agenda needed to lay the foundations for renewed and inclusive growth remains pending. Further, the global context is evolving rapidly. Over the medium term, the tragedy unfolding in Ukraine will affect the region through unpredictable channels. Over the longer term, increased global alarm over the pace of climate change raises new policy issues. The region's contribution to greenhouse gases is modest and can be reduced, but the impact of climate change on its people and productive sectors will require significant adaptation. The good news is that LAC's unique endowments positions it well to seize emerging green growth opportunitiesif well-managed. A key message is that improving the region's capability to adapt and innovate needs to beplaced at the center of both the growth and greening agendas and can generate synergies between them.

Book Asset Recovery Handbook

Download or read book Asset Recovery Handbook written by Jean-Pierre Brun and published by World Bank Publications. This book was released on 2021-02-08 with total page 348 pages. Available in PDF, EPUB and Kindle. Book excerpt: Developing countries lose billions each year through bribery, misappropriation of funds, and other corrupt practices. Much of the proceeds of this corruption find 'safe haven' in the world's financial centers. These criminal flows are a drain on social services and economic development programs, contributing to the impoverishment of the world's poorest countries. Many developing countries have already sought to recover stolen assets. A number of successful high-profile cases with creative international cooperation has demonstrated that asset recovery is possible. However, it is highly complex, involving coordination and collaboration with domestic agencies and ministries in multiple jurisdictions, as well as the capacity to trace and secure assets and pursue various legal options—whether criminal confiscation, non-conviction based confiscation, civil actions, or other alternatives. This process can be overwhelming for even the most experienced practitioners. It is exceptionally difficult for those working in the context of failed states, widespread corruption, or limited resources. With this in mind, the Stolen Asset Recovery (StAR) Initiative has developed and updated this Asset Recovery Handbook: A Guide for Practitioners to assist those grappling with the strategic, organizational, investigative, and legal challenges of recovering stolen assets. A practitioner-led project, the Handbook provides common approaches to recovering stolen assets located in foreign jurisdictions, identifies the challenges that practitioners are likely to encounter, and introduces good practices. It includes examples of tools that can be used by practitioners, such as sample intelligence reports, applications for court orders, and mutual legal assistance requests. StAR—the Stolen Asset Recovery Initiative—is a partnership between the World Bank Group and the United Nations Office on Drugs and Crime that supports international efforts to end safe havens for corrupt funds. StAR works with developing countries and financial centers to prevent the laundering of the proceeds of corruption and to facilitate more systematic and timely return of stolen assets.

Book Ending Wars Consolidating Peace

Download or read book Ending Wars Consolidating Peace written by Mats Berdal and published by Routledge. This book was released on 2013-05-13 with total page 262 pages. Available in PDF, EPUB and Kindle. Book excerpt: The transition from war to peace is fraught with tension and the risk of a return to bloodshed. With so much at stake, it is crucial that the international community and local stakeholders make sense of the complex mosaic of challenges, to support a lasting, inclusive and prosperous peace. Recent missions, such as in Afghanistan, Somalia, or Sudan, have highlighted the fact that there can be no one-size-fits-all approach to steering countries away from violence and towards stability. This Adelphi offers a series of economic perspectives on conflict resolution, to show how the challenges of peacebuilding can be more effectively tackled. From the need to marry diplomatic peacemaking with development efforts, and activate the private sector in the service of peacebuilding aims, to the use of taxes and natural resource revenues as a financial base for sustainable peace, this book considers how economic factors can positively shape and drive peace processes. It takes an unflinching look at the complex ways in which power and order may be manifested in conflict zones, where unpalatable compromises with local warlords can often be the first step towards a more lasting settlement. A difficult balance must be struck by peacemakers and peacebuilders in assisting countries and communities in their transitions out of war, for the consequences of failure for countries and the wider world are too grave. In distilling expertise from a range of disciplines, this Adelphi seeks to inform a more economically integrated and responsive approach to helping countries leave behind their troubled pasts and take a fuller role in constructing their futures.

Book Twin Peaks for Europe State of the Art Financial Supervisory Consolidation

Download or read book Twin Peaks for Europe State of the Art Financial Supervisory Consolidation written by Olivia Johanna Erdélyi and published by Springer. This book was released on 2016-06-14 with total page 262 pages. Available in PDF, EPUB and Kindle. Book excerpt: The book addresses the truly interdisciplinary and highly controversial subject of international financial regulation and supervision, which has been at the center of academic, political, and public attention since the start of the current economic and financial crisis. Drawing on international financial regulatory and supervisory experience and in line with the European Monetary Union’s gradual transformation into a Genuine Economic and Monetary Union, it proposes the transformation of the European financial supervisory framework into a hybrid twin-peaks model to create the previously missing necessary legal foundation for the adoption of the so-called Group Support Regime (GSR). The latter is a relatively simple and transparent capital management tool for (re)insurance groups operating in a parent-subsidiary structure proposed by the European Commission under the new Solvency II insurance supervisory framework, which despite lengthy consideration was eventually rejected by Member States.

The issues deal not only with memory in unimpaired individuals, but also with impaired patients and with consolidation in lower animals. The chapters in this volume demonstrate that consolidation is a flourishing and controversial concept in memory research today. More than ten years after the seminal book of M cGaugh and Herz, questions about consolidation are re-examined in light of current models of human memory, its pathology, and its modulation by drugs.
