Book excerpt: In this paper we estimate the trade effects of the euro adoption in Central European countries using a modified gravity model. In particular, we analyze the ex post implications of accession of Slovenia and Slovakia to the Eurozone. We employ a gravity model that controls for an extended set of trade theory and policy variables. Trade theory variables include both the country size and factor proportion variables. Trade policy variables include the membership in GATT/WTO, CEFTA, OECD, EU and Europe Agreements. The gravity model is estimated using the panel data approach on a sample of CEE countries trading with the rest of the world during the period 1992-2010 using the fixed effects, random effects and Hausman-Taylor estimators. It seems that elimination of exchange rate volatility resulted in trade expansion for the CEE countries but the accession to the Eurozone did not have any significant effects on exports of Slovakia and Slovenia.

Taking the fall of the Iron Curtain in 1989 as a starting point, the authors discuss the transition of former communist CEE countries from centrally planned to market-driven economies, arguing that trade was the primary engine for the economic growth and transition process they experienced. The chapters in this book incorporate the results of previous studies – some of which are based on original research conducted by the authors – dedicated to the integration process of international and European trade. More importantly, the authors look at the broader aspects of structural change and economic development, indeed the whole process of economic transformation. Thus, the book moves well beyond the core ‘trade and growth’ framework to look at technological progress, foreign investment, institutional development and structural change in Central and Eastern European countries.

Book excerpt: In less developed countries (LDCs) there is considerable concern that the developments in the Central and Eastern European Countries (CEECs) may lead to a more inward looking European Union (EU). As EU trade, foreign investment and aid flows are diverted from LDCs towards the CEECs, close neighbours of the EU, a new dimension would be added to 'fortress Europe'. This volume consists of 11 chapters by scholars from the EU, the CEECs and LDCs. Each paper is discussed in terms of its policy relevance by a policy maker as well as by an academic specializing in the field. In the opening chapter we aim to do justice to the discussion during the Workshop in Rotterdam in May 1994 at which preliminary versions of all chapters were presented. Edited versions of the interventions by the policy makers and experts are included as far as possible after the chapters. A summary of the discussion is presented in the concluding remarks by Rolf Langhammer. The opinions expressed in this volume are those of the authors and not necessarily of their organizations. The editors XXI Foreword I am glad the first meeting of this network is on the developing country dimension of pan-European integration, for two reasons. These economies are still experiencing major structural problems inherited from communism. A major gap still exists between the income levels and economic structures of the accession states and the existing members of the EU. Trade relations largely involve the exchange of labour-intensive goods produced in Eastern Europe for technology-intensive goods produced in the EU. The export structures of some Central European economies which have attracted foreign direct investment is improving. Romania and Bulgaria have become increasingly dependent on export of labour-intensive goods since the collapse of communism. Will this create a permanent division of labour in an enlarged EU in which some regions of Europe fail to attract investment and become dependent on the export of low-wage goods, with implications for European security?
