Book excerpt: Excerpt from Connecticut's Part in the Federal Constitution During the past twenty years, however, the interest in American history has been at once increasing and growing enlightened. Every year finds a greater number of people directing their attention to the subject and directing it in a more intelligent way. Twenty years ago the Johns Hopkins University set the example of publishing a monthly seriesof pamphlets setting forth the results of special research upon topics that had either escaped attention or been very inadequately treated. One paper would discuss the functions of constables in New England in the early days; another would inquire into the causes of the piracy that infested our coasts at the end of the 17th century another would make the history of town and county government in Illinois as absorbing as a novel another would treat of old Maryland manors, another of the influence of Quakers upon anti slavery sentiment in North Carolina, and so on. Many of the writers of these papers, trained in the best methods of historical study, have become professors of history in our colleges from one end of the Union to the other and are sowing good seed where they go while other colleges have begun to follow the example thus set. From Harvard and Columbia and the Universities of Wisconsin and Nebraska come especially notable contributions to our study each year. In Kentucky a Filson Club investigates the early overflow of our population across the Alleghanies; in Mil waukee a Parkman Club discusses questions raised by the books of that great writer, while books long forgotten or never before printed are now made generally accessible. Thus the Putnams of New York are bringing out ably edited sets of the writings of the men who founded this republic. Thus Dr. Cones has clothed with fresh life the journals and letters of the great explorers who opened up our Pacific country, while a crowning achievement has been the publication in Cleveland, Ohio, of the seventy-three volumes of Jesuit Relations written during two centuries by missionaries in North America to their superiors in France or Italy. Such things speak eloquently of the change that has come over us. They show that while we can still draw lessons from the Roman Forum and the Frankish field-of-march, we have awakened to the fact that the New England town meeting also has its historic lessons. To these innovations the people are invited, allured and exhorted - To effect these objects no pains are spared - no exertions are omitted. An important question here arises, viz. Would the accomplish ment of the object be worth the cost -an individual who neither holds an office nor seeks one - who can have nothing in View but the maintenance of that order of things which shall most effectually promote public and private happiness, and who has the same interest in the welfare of society as the great body of his fellow citizens, re quests the dispassionate attention of the reader, while he considers this important subject. He will use no weapon but truth, and truth will be regarded by all except those who love darkness rather than light. To exhibit a correct View of the subject, it will be proper, first, to enquire into the present condition of Connecticut, and secondly, to examine the various plans or projects proposed for our adoption, and estimate the probable cost attending them. The constitution provides that judges of our higher courts shall be nominated by the Governor, and ap pointed by the General Assembly, that is, the legislative department. Thus we see that with a Governor elected by the legislative department, members of the judicial depart ment are nominated by him, and are appointed by the same legislative department. Thus, to a great extent, we find that under our defective Constitution the three depart ments of government are merged in one - the legislative department. The framers of the original Constitution did not intend this, but intended that the three departments should be kept separate. This condition of things has arisen through the patchwork of amendments that has been attached to the original Constitution, and through the changes in population and pursuits of the people. A condition of affairs has arisen which is causing many to declare that the people no longer rule in Connecticut; that the equality of man before the law is a myth; that we have drifted far away from the principles laid down by our forefathers in the constitution of 1639, and that the constitutional conditions existing in the State, tend more toward political corruption than in any State in the Union. It is folly or hypocrisy to say there is no ground for these statements. They are made by loyal and loving sons of the State, who make them with regret and only in the hope that by laying bare the truth a change may become possible. If by the following words a little impetus be given to the cause of good government, and toward restoring Connecticut to her former position of leadership in the march of constitutional progress, the writer will be satisfied. Foreign countries poured their tide of emigra tion upon our Shores; the mind of the people was absorbed by new issues and new questions, until the events of 1776 were to the people as a dim cloud upon the evening sky; the heroic deeds of Revolutionary patriots had become as the shadow Of a memory, and the days dedicated to the cele bration of historic events were unobserved and the events they commemorated almost forgotten. The booming of cannon and the voice of orators on centennial morning, 1876, recalled the attention of the people to their country's history and to their heritage Of glorious memories. That great festival celebrated our progress and position as a nation, but it left no mentor to keep alive the patriotic spirit it had awakened. This work was left to a few men in the comparatively new State Of California, who saw the need of some thing which would stir and enkindle the love Of country by constantly reminding the people of those by whose bravery and blood the country was purchased. And so in that centennial year and on that centennial day, in California, was Organized a society which was called The Society of Sons of Revolutionary Sires, and whose object was To keep alive among ourselves and our descend ants in the community the patriotic spirit Of the men who achieved American Independence. That society was a grand conception, prompted by motives of the purest patriotism, and like good seed in good soil soon germinated in other States. Massachusetts and New York, South Carolina and Kentucky, and other States, seized the inspiration and organized sister societies.
