I will read a brief statement and then I will ask Dr. Schmidt to proceed. Opening Statement Of Senator Abourezk Today the Subcommittee on Separation of Powers of the Judiciary Committee commences 4 days of hearings to consider the role of certain administrative and regulatory agencies of the Federal Government. This first day of oversight hearings will be devoted to examination of the Food and Drug Administration, the second day to examination of the Environmental Protection Agency, and the concluding 2 days to examination of the Federal Reserve System. These hearings are very much in keeping with a tradition established by the subcommittee of holding hearings which examine the function, role, and purpose of administrative and regulatory agencies. While the subcommittee cannot ignore completely the substance of our policies with respect to either the food and drug industries, the environment, or monetary flow and economic stability, the major focus of these hearings will be administration of the various programs for which each agency has responsibility, the particular administrative procedures employed by each agency in implementing programs with emphasis on procedures used in formulating the rules, regulations, and orders promulgated by each agency, and the exercise of delegated power by each agency to ascertain whether it is within the bounds set by the Congress. It is appropriate that we begin our oversight hearings with examination of the Food and Drug Administration.
