The resultant effects on safety and controller staffing were to be investigated. This report presents the findings, conclusions, and recommendations of the two agencies concerning the problem. Beginning in 1975, administrative reforms of the Civil Aeronautics Board gave carriers greater freedom in discounting prices and serving new markets. The Airline Deregulation Act of 1978 removed restrictions on entry, pricing, and routes. Still unresolved in policy and practice, however, is the question of the appropriate role of government. In the interest of informing the public debate about deregulation, the Executive Committee of the Transportation Research Board convened a committee of 15 experts to review air passenger service and safety since deregulation. The findings of the committee and its recommendations are presented in this report.

Book excerpt: Over the longer term the FAA is primarily relying on modernization of the air traffic control system through the Next Generation Air Transportation System (NGATS or NextGen) and the creation of new airport infrastructure to provide major reductions in aviation congestion and delay. [...] Congress has taken a particular interest in this issue as these growing concerns over airline service have paralleled ongoing legislative action to reauthorize the activities of the FAA and the revenue mechanisms for funding the operations of the national airspace system. [...] In FY2005, general aviation made up 2.7% of the traffic at LGA, 3.2% of the traffic at EWR, and 2.0% of the traffic at JFK.21 The airlines, however, have argued that general aviation operations in terminal airspace and along the busiest en route corridors place a considerable strain on system capacity, pointing out that the number of private jet aircraft operating in U. S. airspace has grown from [...] The airlines argue that "[t]he proliferation of these aircraft, in addition to the unprecedented growth of the business aviation sector, has been the primary factor in the increased workload for FAA."23. [...] The 1970 Act is seen as a milestone in that it created a programmatic framework for the modernization of the National ATC and airport systems, and provided a funding mechanism to pay for many of the needed upgrades - the airport and airway trust fund.

Book excerpt: Prior to the summer of 2001, the airline industry experienced two consecutive summers of record flight delays. This was accompanied by rising public dissatisfaction with airline service in general. The debate amongst airlines, airports, and government as to who should be blamed for this situation is long-standing. A concomitant debate continues to occur as to solutions to this problem. The two apparent points of agreement are that ultimately there is no single cause of the delays and there is no single solution to the problem. Congress and the Bush Administration are examining a number of non-air traffic control strategies that might be useful in reducing delay both in the short and long term. Most of these efforts focus on expanding airport capacity or using existing capacity better. These include: new runway construction; environmental streamlining to speed up construction; allocation of airport space by use of economic incentives, i.e. peak period pricing; or administrative means, i.e. antitrust immunity to allow airline schedule coordination. All of the potential remedies engender some element of controversy, but the level of controversy varies significantly by suggested remedy. This report provides a brief overview and analysis of remedies currently under consideration by Congress and the Administration. This report will be updated as warranted by events.
