Book excerpt: Although Mexico began its national life in the 1821 as one of the most liberal democracies in the world, it ended the century with an authoritarian regime. Examining this defining process, distinguished historians focus on the evolution of Mexican liberalism from the perspectives of politics, the military, the Church, and the economy. Based on extensive archival research, the chapters demonstrate that--despite widely held assumptions--liberalism was not an alien ideology unsuited to Mexico's traditional, conservative, and multiethnic society. On the contrary, liberalism in New Spain arose from Hispanic culture, which drew upon a shared European tradition reaching back to ancient Greece. This volume provides the first systematic exploration of the evolution of Mexican liberal traditions in the nineteenth century. The chapters assess the changes in liberal ideology, the nature of federalism, efforts to create stability with a liberal monarchy in the 1860s, the Church's accommodation to the new liberal order, the role of the army and of the civil militias, the liberal tax system, and attempts to modernize the economy in the latter part of the century. While most contemporary scholarship has focused the explanation for racial tolerance-or its lack-in the colonial period, Marixa Lasso argues that the key to understanding the origins of modern race relations are to be found later, in the Age of Revolution.Lasso rejects the common assumption that subalterns were passive and alienated from Creole-led patriot movements, and instead demonstrates that during Colombia's revolution, free blacks and mulattos (pardos) actively joined and occasionally even led the cause to overthrow the Spanish colonial government. As part of their platform, patriots declared legal racial equality for all citizens, and promulgated an ideology of harmony and fraternity for Colombians of all colors. The fact that blacks were mentioned as equals in the discourse of the revolution and later served in republican government posts was a radical political departure. These factors were instrumental in constructing a powerful myth of racial equality-a myth that would fuel revolutionary activity throughout Latin America.Thus emerged a historical paradox central to Latin American nation-building: the coexistence of the principle of racial equality with actual racism at the very inception of the republic. Ironically, the discourse of equality meant that grievances of racial discrimination were construed as unpatriotic and divisive acts-in its most extreme form, blacks were accused of preparing a race war. Lasso's work brings much-needed attention to the important role of the anticolonial struggles in shaping the nature of contemporary race relations and racial identities in Latin America.

Why did patriots in nineteenth-century Chile name a battleship after the Aztec emperor Montezuma? Answers to both questions lie in the tangled knot of ideas that constituted the creole imagination in nineteenth-century Spanish America. Rebecca Earle examines the place of preconquest peoples such as the Aztecs and the Incas within the sense of identity—both personal and national—expressed by Spanish American elites in the first century after independence, a time of intense focus on nation-building. Starting with the anti-Spanish wars of independence in the early nineteenth century, Earle charts the changing importance elite nationalists ascribed to the pre-Columbian past through an analysis of a wide range of sources, including historical writings, poems and novels, postage stamps, constitutions, and public sculpture. This eclectic archive illuminates the nationalist vision of creole elites throughout Spanish America, who in different ways sought to construct meaningful national myths and histories. Traces of these efforts are scattered across nineteenth-century culture; Earle maps the significance of those traces. She also underlines the similarities in the development of nineteenth-century elite nationalism across Spanish America. By offering a comparative study focused on Mexico, Guatemala, Colombia, Peru, Chile, and Ecuador, The Return of the Native illustrates both the common features of elite nation-building and some of the significant variations. The book ends with a consideration of the pro-indigenous indigenista movements that developed in various parts of Spanish America in the early twentieth century.

For its central protagonists, the era's crisis of sovereignty provided a political stage for a religious struggle. From the autonomous rainforests and gold mines of the Colombian Black Pacific, Yesenia Barragan rethinks the nineteenth-century project of emancipation by arguing that the liberal freedom generated through gradual emancipation constituted a modern mode of racial governance that birthed new forms of social domination, while temporarily instituting de facto slavery. Although gradual emancipation was ostensibly designed to destroy slavery, she argues that slaveholders in Colombia came to have an even greater stake in it. Using narrative and storytelling to map the worlds of Free Womb children, enslaved women miners, free black boatmen, and white abolitionists in the Andean highlands, Freedom's Captives insightfully reveals how the Atlantic World processes of gradual emancipation and post-slavery rule unfolded in Colombia.

And silver, historically abundant in the Real del Monte–Pachuca district, was the object of the Company of Adventurers in the Mines of Real del Monte. Organized in response to a plea by Pedro Romero de Terreros for help in rehabilitating his famous family’s once-rich properties, the English Real del Monte was led by men convinced that the application of English capital, management practices, and technology to those ruined mines and mills would reap them a profit and would revitalize the new nation’s most promising industry. The adventurers were to be disappointed. The story of the English company is one of financial disaster: the loss of more than $5 million between its beginning in 1824 and its dissolution in 1849. Yet this failure was ironic, for upon the foundations of the English company was built a modern concern that yielded great rewards to Mexican and American successors to the hapless Englishmen. A full account of a single risky venture, this inquiry is a microcosm of early foreign economic penetration into the Mexican mining industry. It offers specific solutions to poorly understood historical problems concerning the wave of capital that flowed from Great Britain into Latin America upon the disruption of the Spanish Empire, problems hitherto treated only in generalizations.
