Book excerpt: South Africa’s high rate of unemployment (26.4%) makes it a complete outlier compared with other middle-income countries. Indeed, the unemployment rate rises to 36% if discouraged workers are taken into account. It underpins extreme poverty and inequality and is a major contributor to social dislocation. If it were not for increased social payments, poverty would have continued to increase since the advent of democracy in 1994. Unemployment also represents a huge cost to growth. This book focuses on the growth path of the economy. The starting point is that while more rapid economic expansion is an important objective, at any given level of growth, the economy as a whole needs to become more labour-absorbing. The central question posed is how to bring about changes in the economic structure and pattern of development, which would lead to the attainment of this objective. The authors argue that employment needs to be much more centrally positioned within the economic and social policy arena. They emphasise innovative approaches within a broader focus on the growth path, and employment-intensive growth. And they posit that the negative impact of previous ‘distortions’ requires much more than a levelling of the playing field via market-based reforms. Apart from presenting an alternative growth path which could start to shift the economy in new directions, the book tackles themes which have received only limited attention, such as wage subsidies, youth unemployment and employment growth in rural areas.

However due to activities such as increase in corruption, gross mismanagement and adverse policies of various governments, these resources have not been optimally utilised. One of the most pressing problems facing the South African economy is unemployment, which has been erratic over the past few years. This study examined the impact of economic growth on unemployment, using quarterly time series data for South Africa for the period 1994 to 2012. The study resulted in the following policy recommendation: South African government should re-direct its spending towards activities that directly and indirectly promote creation of employment and decent jobs; a conducive environment and flexible labour market policies or legislations without impediments to employment creation should be created; and lastly government should prioritise industries that promote labour intensive. All this will help in absorbing large pools of the unemployed population thereby reducing unemployment in South Africa.

Book excerpt: Labour economists have found that the rate of unemployment is an indicator of labour market well-being and a measure of the state of the economy in general. Unemployment is considered to be the most salient economic problem facing South Africa. This study is a secondary data analysis of the South African Labour Force Survey that was conducted nationally by Statistics South Africa in the year 2012. This dissertation would focus on analysing Quarterly Labour Force Survey last quarter of 2012 datasets and extracting statistical information on South Africa unemployment status. It would give valid interpretation of results on labour market, youth unemployment and the stringent labour laws that aggravates unemployment of the youth using the Quarterly Labour Force Survey. A recommendation is made to the South African Department of Labour to amend the current labour laws of South Africa to soothe employment creation opportunities.

According to an International Labour Office study in 2004, youth (15-24) make up nearly half (47%) of the world's unemployed, 88 million out of 186 million, even though youth are only 25% of the world's working age population. Of the world's 550 million working poor who cannot lift themselves above US $1 per day poverty measure, 150 million are youth. The ILO estimated in 2004 that halving global youth unemployment would increase global GDP by US $2.2 trillion, 4% of global GDP. These statistics lend weight to the notion that youth unemployment is a problem worthy of attention. In addition, one may argue that addressing unemployment in general would also lower poverty levels and add to GDP (World Bank 2006)--p. [1]

Book excerpt: This paper analyzes the determinants of high unemployment in South Africa by studying labor market dynamics using individual level panel data from the Quarterly Labor Force Survey. While prior work experience and gender are found to be important determinants of the job-finding rate, education attainment and race are important determinants of the job-exit rate. Using stock-flow equations, counterfactual exercises are conducted to quantify the role of these different transition rates on unemployment. The paper also explores the contribution of unemployment towards inequality. Reducing unemployment is found to be important for reducing inequality – estimates suggest that a 10 percentage point reduction in unemployment lowers the Gini coefficient by 3 percent. Achieving a similar reduction solely through transfers would require a 40 percent increase in government transfers.
