En la tercera, se hace un análisis de las competencias de las autoridades ambientales en torno al derecho a la participación cuando se presentan conflictos ambientales desde el enfoque de los derechos humanos. Dada la complejidad de los conflictos ambientales que tienen las diversas regiones del país y sus repercusiones ambientales y sociales,' es necesario' promover esfuerzos conjuntos con las universidades, los institutos, las organizaciones sociales y las autoridades ambientales realizando encuentros y generando reflexiones conjuntas acerca de los desafíos, retos y oportunidades en búsqueda de resolución civilista de los mismos.
