Book excerpt: In this paper, I discuss transnational mobility using a perspective that emphasizes conflicts at macro, mezzo and micro levels while seeking ways in which such a conflict model of migration can be developed. I outline areas involving different degrees of conflict which are better seen on a continuous scale ranging from potential and latent tensions to violent conflicts and wars. Conflict aspects contribute to the dynamic nature of transnational human movements and, at the same time, appear to be antithetical to globalisation. The tensions/conflicts at individual, household, community, and state levels are not isolated from each other but inter-connect different levels. Within this conflict conceptualisation, transnational mobility appears as a move from human insecurity to human security.

Book excerpt: Fifteen years after the end of a protracted civil and regional war, Beirut broke out in violence once again, forcing residents to contend with many forms of insecurity, amid an often violent political and economic landscape. Providing a picture of what ordinary life is like for urban dwellers surviving sectarian violence, The Insecure City captures the day-to-day experiences of citizens of Beirut moving through a war-torn landscape. While living in Beirut, Kristin Monroe conducted interviews with a diverse group of residents of the city. She found that when people spoke about getting around in Beirut, they were also expressing larger concerns about social, political, and economic life. It was not only violence that threatened Beirut’s ordinary residents, but also class dynamics that made life even more precarious. For instance, the installation of checkpoints and the rerouting of traffic—set up for the security of the elite—forced the less fortunate to alter their lives in ways that made them more at risk. Similarly, the ability to pass through security blockades often had to do with an individual’s visible markers of class, such as clothing, hairstyle, and type of car. Monroe examines how understandings and practices of spatial mobility in the city reflect social differences, and how such experiences led residents to be bitterly critical of their government. In The Insecure City, Monroe takes urban anthropology in a new and meaningful direction, discussing traffic in the Middle East to show that when people move through Beirut they are experiencing the intersection of citizen and state, of the more and less privileged, and, in general, the city’s politically polarized geography.

More than half of the population of Syria remains displaced; 5.6 million persons are registered as refugees outside of the country and another 6.2 million are displaced within Syria's borders. The internally displaced persons include 2 million school-age children; of these, less than half attend school. Another 739,000 Syrian children are out of school in the five neighborhood countries that host Syria's refugees. The loss of human capital is staggering, and it will create permanent hardships for generations of Syrians going forward. Despite the tragic prospects for renewed fighting in certain parts of the country, an overall reduction in armed conflict is possible going forward. However, international experience shows that the absence of fighting is rarely a singular trigger for the return of displaced people. Numerous other factors—including improved security and socioeconomic conditions in origin states, access to property and assets, the availability of key services, and restitution in home areas—play important roles in shaping the scale and composition of the returns. Overall, refugees have their own calculus of return that considers all of these factors and assesses available options. The Mobility of Displaced Syrians: An Economic and Social Analysis sheds light on the 'mobility calculus' of Syrian refugees. While dismissing any policies that imply wrongful practices involving forced repatriation, the study analyzes factors that may be considered by refugees in their own decisions to relocate. It provides a conceptual framework, supported by data and analysis, to facilitate an impartial conversation about refugees and their mobility choices. It also explores the diversified policy toolkit that the international community has available—and the most effective ways in which the toolkit can be adapted—to maximize the well-being of refugees, host countries, and the people in Syria.

It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Nevertheless, one should note that Turkey has only recently faced mass immigration and the number of foreign born has more than doubled in less than five years. Such sudden change in population composition warrants policy adjustments and reviews. Policy shift from "exporting excess labour" in the 1960s and 1970s to immigrant integration today is a drastic but necessary one. Nevertheless, Turkish migration policy is still far from settled as several chapters in this book point out. Despite the exemplary humanitarian engagement in admitting Syrians, Turkey is still at the bottom of the league table of favourable integration policies with an overall score of 25 out of 100. Turkish migration policy is likely to be adjusted further in response to the continuing immigration.

Most studies of migration have analyzed the topic at either the macro level of national and global economic and political forces, or the micro level of the psychology of individual migrants. Few studies have examined the "culture of migration"—that is, the cultural beliefs and social patterns that influence people to move. Cultures of Migration combines anthropological and geographical sensibilities, as well as sociological and economic models, to explore the household-level decision-making process that prompts migration. The authors draw their examples not only from their previous studies of Mexican Oaxacans and Turkish Kurds but also from migrants from Europe, sub-Saharan Africa, the Pacific, and many parts of Asia. They examine social, economic, and political factors that can induce a household to decide to send members abroad, along with the cultural beliefs and traditions that can limit migration. The authors look at both transnational and internal migrations, and at shorter- and longer-term stays in the receiving location.
