Book excerpt: The 2015 edition of the Global Burden of Armed Violence provides a wealth of data relevant to security and the post-2015 sustainable development framework. It estimates that 508,000 people died violently - in both conflict and non-conflict settings - every year in 2007–12, down from 526,000 in 2004–09. This trend is visible in non-conflict settings, where the proportion of women and girls is also slightly reduced, from 17 to 16 per cent. Yet, the number of direct conflict deaths is on the rise: from 55,000 to 70,000 per year over the same periods. Firearms are used in close to half of all homicides committed and in almost one-third of direct conflict deaths. Nearly USD 2 trillion in global homicide-related economic losses could have been saved if the homicide rate in 2000–10 had been reduced to the lowest practically attainable levels - between 2 and 3 deaths per 100,000 population.

Book excerpt: Addressing youth issues is essential to promoting stability and preventing violence in fragile and conflict-affected states. However, there is little evidence that youth programming and policies have helped reduce violence in these settings. This can reflect the lack of understanding about youth issues and how problems affecting them encourage their participation in violence. This study set out to understand youth violence in Liberia and Sierra Leone, two countries in which there has historically been a great deal of youth participation in group violence, where the risk of youth mobilization into violence persists, and where interpersonal and gender-based violence are still a concern. In addition to having young populations, both countries have governments that have emphasized improving youths' lives by both reducing poverty and preventing violence. In turn, programming and policies in these (and many other conflict-affected) countries tend to be focused on employment generation due to the assumption that youth become prone to violent behavior as the result of economic exclusion (their inability to achieve a stable source of livelihood). The findings from this study will be useful to help governments (particularly of fragile and conflict-affected states) and donors better understand youth issues, design more effective interventions to address youth violence, and promote longer-term stability. The report begins with a review of literature on existing theories of youth exclusion and drivers of youth violence, with a greater focus on history of violence in West Africa. It proceeds with an outline of the study methodology for data collection, sample selection, and analysis. The analysis follows, highlighting key findings. The report concludes with recommendations for policies and youth programming.

It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

It introduces a number of topics: the petroleum value chain and pivotal factors affecting value creation, a consultative process for developing a nation’s common vision on key petroleum development objectives, design of a legislative and contractual framework, petroleum fiscal regimes and their administration, prudent fiscal management, transparency and governance, environmental and social safeguards, and economic diversification through industrial linkages. Although much of the material is relevant to designing policies for the development of the petroleum sector in general, the book gives special focus to developing countries, countries in a federal or devolved setting, and countries that have experienced or are still experiencing civil conflict. With this focus in mind, the book examines three questions—ownership, management, and revenue sharing of petroleum resources—that are central to petroleum policy in any federal or devolved state. Reducing violence and building healthier and safer communities requires planning that is collaborative and comprehensive. Collectively, we must launch a two-pronged assault on juvenile delinquency and youth gun violence. Both a commitment to prevention and early intervention and a strong focus on law enforcement and a comprehensive system of graduated sanctions are crucial to this battle.
