Elle est basée sur le principe selon lequel ce sont les communautés qui connaissent mieux leur environnement local. Cette connaissance peut être exprimée sous format géographique facilement compréhensible et reconnu universellement. Les cartes participatives représentent souvent une compréhension socialement et culturellement distincte du paysage et comportent des informations qui sont souvent exclues des cartes officielles. Les cartes créées par les communautés représentent plus fidèlement le milieu dans lequel elles vivent. La cartographie participative va de pair avec le système politique qui encourage la gestion participative des ressources. Ainsi, elle est plus appliquée dans les pays avec un système intégrant la décentralisation comme mode d’exercice du pouvoir politique. Le Mali par exemple, avait lancé depuis 1999 un processus de décentralisation en se basant sur les collectivités locales. Les administrateurs des collectivités utilisent les outils et processus de la cartographie participative pour obtenir de la part des communautés des informations relatives aux ressources naturelles du territoire de la commune et à leur gestion ainsi qu’à d’autres aspects socio-économiques. La cartographie est également utilisée pour permettre aux membres de la communauté projeter l’image de leur communauté et leurs ressources dans 20 ans et même plus. Cependant, le danger est que les communautés locales soient associées aux activités de cartographie participative alors qu’elles n’ont pas compris clairement l’objectif ni l’utilisation à long terme des documents qu’elles contribuent à produire.
