In the social sciences, social cohesion is a term used to explain the social and cultural consequences of structural changes related to industrialization and modernity. In the European Union, structural changes which relate to globalization, European integration, the restructuring of welfare states, ageing societies, and transitions from communism, have often led to more insecurity and material inequalities between people. Higher rates of immigration, and issues related to the integration of migrants and their descendants, have also led to anxieties about the preservation of national cultures and identities. This book argues that perceived crises in social cohesion in Europe have more to do with the consequences of structural change rather than the failure of multiculturalism and immigration. It looks at the relationship between social cohesion and social change in Europe, focusing on the European Union as a whole, and on urban areas such as Paris, France and Bradford, UK. This book was originally published as a special issue of Patterns of Prejudice.

However, megaproject evaluation has hitherto largely adopted a linear-rationalist perspective to explain the frequent failure of such projects to meet the ‘iron triangle’ of performance criteria: delivering on time, within budget, and according to specifications. This approach recommends greater control and accountability to remedy megaproject ‘pathologies’. Drawing on empirical examples mainly from the transport sector and radioactive waste disposal, this book offers new perspectives to megaproject evaluation. Comprising contributions from leading experts in project evaluation and appraisal, this collection opens up new avenues by suggesting two ways of improving megaproject evaluation: 1) approaches that go beyond the dominant linearrationalist notion of policy processes, and emphasise instead the objective of opening up appraisal processes in order to enhance learning and reflexivity; and 2) approaches that extend evaluative criteria beyond the ‘iron triangle’, to cover the various socioeconomic impacts and preconditions for project success. In and around many cities, social and economic imbalances have led to the development of disadvantaged neighbourhoods, where diversity is also accompanied by poverty and often marginalisation or exclusion. This is sometimes combined with different forms and levels of de facto social segregation, discrimination and violence. At times of economic and social crisis, feelings of powerlessness and anxiety about the future risk deepening local tensions and underlying conflicts. Young people are often at the centre of these tensions because they are more vulnerable and insecure, and because they are more directly affected by uncertainties regarding the development of their autonomy, as well as participation in society and contribution to its development. The Council of Europe has challenged itself to respond to these situations by adopting recommendations for its member states that encourage and support them in finding adequate policy responses to situations of exclusion, discrimination and violence affecting young people in disadvantaged neighbourhoods. In early 2015, the Committee of Ministers of the Council of Europe adopted a policy recommendation with proposals for policy measures to member states in order to promote access to social rights for young people. Proposals concern: – the provision of accessible, affordable public services; – overcoming segregation; – promoting the participation of young people; – combating discrimination; – recognition of youth work and non-formal education; – promoting gender-sensitive approaches to the elaboration of youth policies. This publication is an accompaniment to this recommendation, and aims to bring its content closer to policy makers, youth work practitioners, youth organisations and youth workers, and provide step-by-step information and guidance on the implementation of the recommendation. The publication also offers advice and examples of actions to take and policies to develop so that the social rights of young people are taken seriously by all the actors concerned by social inclusion and social cohesion.

To date, no consistent, temporally and geographically spread-out data on the different elements of social cohesion exists that would allow for a global analysis of social cohesion. Book excerpt: This publication brings together the texts adopted by the Standing Committee of the Congress of Local and Regional Authorities of the Council of Europe. The Congress, a consultative body of the Council of Europe, is made up of two chambers: one representing local authorities, the other the regions. Its aim is to reinforce democratic structures at local and regional level, and in particular to help the newly-emerging democracies in central and eastern Europe. The Congress adopts three different types of texts: recommendations, opinions and resolutions. Recommendations are proposals to the Committee of Ministers, and their application is left up to each member government. Sometimes they are also addressed to other international organisations. Opinions usually refer to questions to the Congress from the Committee of Ministers or the Parliamentary Assembly. The Committee of Ministers and the Parliamentary Assembly consult the Congress on questions which are likely to affect the competence and the basic interests of the local and regional authorities which the Congress represents. Resolutions reflect the decisions that the Congress is authorised to take, or make recommendations to local and/or regional authorities and their associations.
