Book excerpt: The Navy may be forced to use larger numbers of marginally qualified recruits in the future, because of manpower shortages. If this occurs, academic remedial training (ART) will have to be expanded, resulting in a greater number of instructors. Automated instruction is an attractive alternative, since its use can reduce the number of instructors needed. Therefore, to determine the economic and technological feasibility of automated instruction for the ART program, the Chief of Naval Education and Training contracted for the development and test of a computer-based approach, hereafter referred to as the Performance-related Enabling Skills Training (PREST) Program. The objectives of this effort were to compare the instructional effectiveness of the PREST configuration with that of the standard classroom approach, quantify the differences in effectiveness in terms of cost savings, chart the expected future costs of each alternative as a function of time, and predict the point at which the alternatives break even. Although PREST is not now as cost-effective as the classroom approach to ART, it may become cost-effective in the future. Its cost-effectiveness can be influenced by advances in computer technology (e.g., the continued development of stand-alone systems), the type of instructor used (i.e., military vs. civilian), and the relative costs (e.g., salaries, overhead costs) incurred for these instructors.

Book excerpt: This report is concerned with the development of a Navy-relevant numerical skills workbook for use in Navy recruit training commands. The development of a test instrument for selecting students who should use the workbook is also addressed. This project was undertaken by the Training Analysis and Evaluation Group (TAEG) and Memphis State University as one of several initiatives in response to tasking by the Chief of Naval Education and Training (CNET) in the area of improving basic academic skills. The results of a field test of the workbook by personnel of the Orlando Recruit Training Command Academic Remedial Training and Apprentice Training divisions were positive. Both the workbook and associated tests proved to be useful tools. Students are interested in, and motivated by, the Navy-related materials in the workbook. The workbook, intended as a prototype for future development, is to be distributed to Navy Junior ROTC students in high schools throughout the United States. Adoption of this workbook by both Apprentice Training and Academic Remedial Training divisions is also being considered. (Author).

Book excerpt: This research effort evaluated the training effectiveness of computer and videodisc-based instruction (CVBI) for training a set of remedial tasks that are prerequisite skills for M1 tank commanders. The evaluation used a pretest versus posttest design, and all training and tests were delivered on-line by a computer delivery system. Control conditions were included to ensure that improvements on posttest measures were due to training effectiveness rather than participants' increased familiarity with the test formats and/or the computer delivery system. Results for the four remedial tasks included in this evaluation--Use Visual Signals, Establish Tank Firing Positions, Determine Grid Coordinates, and Identify Armored Vehicles--showed significant improvements in posttest performance. In addition, participants' subjective evaluations of this CVBI clearly indicated they prefer CVBI over conventional training methods. While training efficiency could not be directly determined, the diversity of participants' need for remedial training strongly supports the adaptive nature of training technologies such as CVBI in the Army training system. The potential for life cycle cost reduction while improving the effectiveness of training is very attractive. Thus, Computer Based Training (CBT) has been embraced by the U.S. Navy. Initially, CBT was used to provide instruction directly. However, CBT has not adequately kept pace with the formidable record-keeping and data requirements of a typical Navy training program. Proposals are introduced here to improve data processing and management for CBT. Also, concepts are described to promote better decision-making so that more efficient use can be made of CBT resources, both now and in the future. Methods to facilitate actual training with CBT are discussed. These initiatives are applied specifically to the Navy Maintenance Training Improvement Program (MTIP). Book excerpt: Due to growing operational constraints accelerated by the Global War on Terror, the United States Navy is looking for alternative methods of training to maintain its force in a high status of readiness. Updates in technology over the last decade have prompted Navy officials to take the initiative to update its training technologies. Computer-Based Instruction provides alternative means of training so that the training of war-fighters can be accomplished efficiently and effectively, saving the U.S. Navy time and resources while maintaining a high state of readiness. The goal of this thesis is to combine the principles of Instructional Design Systems (ISD) technology and advanced Simulation in order to produce a multimedia training capability for Navy and Marine Corps Officers. Specifically this thesis applies ISD principles to engineer and improve the Anti-Terrorism Force Protection (AT/FP) Officer Course Level II (ATO Level II Course) lessons for use by Navy and Marine Corps officers. The SavageStudio scenario generation application, originally designed for assessment of force protection measures in a port environment, is used to allow students to develop simulation lessons for this course. The final product of this thesis is a training course consisting of two lessons combining Computer- Based Training and Simulation providing interactive lessons and exercises, and two media delivery comparison studies with results for the Anti-Terrorism Force Protection lessons. The first study compared media effectiveness of Computer-Based Training versus Classroom instruction. The second study assessed the effectiveness of Computer-Based Training and the use of simulation for AT/FP.
