(CTI) has defined requirements for an integrated system of enhanced Data Link, Network and Transport protocols (in OSI Layers 2-4) and an innovative Application Traffic Controller (ATC, in OSI Layers 5-7). It integrates caching, compression, prioritization and queuing to optimize link utilization. The Compression Controller segment will provide users with compression benefits without requiring them to manually invoke compression utilities. It will automatically and transparently, based upon policy rules, for each data object: determine whether the data requires compression, and if so, which algorithms and parameters are most appropriate for that data; and then dispatch the object to the most appropriate available external compression utility. Navy system administrators will define the rules, based on Application Layer data object type, size, format, content, intended use, importance, source/destination, etc., per approved doctrine. In addition to automating compression, it will provide better control over the tradeoffs among delivered data quality, timeliness and wireless resource consumption. In the Phase I Option, CTI developed a Compression Controller pre-prototype and successfully tested it over UHF DAMA MILSATCOM.

The system will optimize efficiency and effectiveness of fleet communications, despite submarine SATCOM's high Bit Error Rate, low bandwidth, long latency, extreme channel variability and severely intermittent connectivity. The ATC integrates caching, compression, prioritization and queuing, under control of system-administrator specified rules, to optimize link utilization. The system is also designed to operate under Low Probability of Detection I Intercept and EMCON (with planned and unplanned blackouts, in various constrained 2- and 1-way communications postures), by integrating enhanced protocols that provide reliable transport of IP traffic to submarines without acknowledgement. The system will benefit various assets of the current and future US fleet, as well as other military and commercial organizations. These assets could include fast attack and ballistic missile submarines, surface ships, airborne platforms, unmanned vehicles, littoral elements, and various land, sea, air, and space networks.

The goal is to maintain an up-to-date communications infrastructure that makes communications seamless with the protocols used in terrestrial computing. It is based on the premise that the use of IPs will permit greater interoperability while also reducing costs and providing users the ability to retrieve data directly from the satellite. However, implementing an IP-based solution also has a number of challenges, since wireless communications have different characteristics than wired communications. This report outlines the design of a low-Earth-orbit end-to-end IP-based mission; the ideas and concepts of Space Internet architectures and networks are beyond the scope of this document. Book excerpt: Geo-stationary earth orbit (CEO) satellites are wireless transmission media that provide near-earth Internet and Intranet data communication, but are limited to low Megabits per second transmission rates and small messages. They can provide communication infrastructure to rural earth locales, are not affected by terrorist events and natural disasters that render terrestrial channels unusable, and can replace terrestrial communication infrastructure. In this thesis, we present new designs for a transport layer data transmission protocol, a network layer routing strategy, and a data-link layer medium access control strategy. Through simulation, we show that our designs permit earth stations to transmit large data sets at high transmission rates over GEO satellites in less time than the Transmission Control Protocol variant Reno and frequency division multiplexing. Our designs can be used by organizations that wish to transmit large data sets quickly over CEO satellites that exhibit large bandwidth delay products and large bit error rates.
