En effet, les moyens necessaires pour le developpement economique continuent d' etre concentres au niveau central de l'Etat et les plans de developpement local sont elabores sans la participation des populations et ce dans un cadre ne repondant pas a leurs aspirations. Pour remedier a ce deficit, la decentralisation est la solution la plus adequate, etant donne qu'elle exige la responsabilisation des autorites locales et la participation des populations. Mais, un certain nombre de conditions sont exigees pou r sa realisation. Il s'agit notamment de la gouvernance locale, le renforcement de l'administration des communes, le transfert des competences du pouvoir central aux collectivites locales, et enfin, l'accompagnement des competences confiees aux collectivites locales avec les moyens financiers. Aussi est- il necessaire d'ajouter le controle a posteriori des comptes des communes."

Les personnes vivant dans les pays africains richement dotés en ressources naturelles sont moins alphabétisées de 3 %, ont une espérance de vie plus faible de 4,5 ans et affichent des taux de malnutrition plus élevés chez les femmes et les enfants que dans les pays de la région n’ayant pas de ressources naturelles. Cette lenteur dans la réduction de la pauvreté est souvent attribuée à la croissance économique tirée par les ressources naturelles †“ la dénommée malédiction des ressources naturelles. Au-delà de l’impact global, les communautés vivant à proximité des centres miniers souffrent-elles également d’une malédiction des ressources naturelles ? L’exploitation minière en Afrique †“ Les communautés locales en tirent-elles parti ? examine comment l’exploitation aurifère à grande échelle dans trois pays †“ le Ghana, le Mali et la Tanzanie †“ affecte les moyens de subsistance et les communautés locales. L’analyse et les résultats des auteurs concluent qu’en moyenne, les communautés minières bénéficient d’avantages sociaux positifs bien que limités. L’étude définit trois grands canaux †“ marché, fiscal et environnemental †“ pouvant affecter les localités. Les auteurs appliquent ce cadre d’analyse à l’exploitation aurifère à grande échelle dans les trois pays de l’étude et ils utilisent des méthodes économétriques solides pour évaluer ces effets au niveau local. Si le défi de l’extraction des ressources naturelles est traité dans toutes ses dimensions, des pistes pour une prospérité partagée et une meilleure égalité peuvent être ouvertes, créant ainsi une vie meilleure pour les familles et améliorant les perspectives des pays dans lesquels elles vivent. Ce livre a pour objectif d’éclairer les politiques publiques et le comportement des entreprises concernant le bien-être des communautés situées à proximité des sites d’extraction et les opportunités que l’activité minière peut leur offrir.

It radically reverses the official version of the history of world cities as narrated during decades: slums are not at the margin of the contemporary process of urbanization; they are an integral part of it. Taking slums as its central focus and regarding them as symptomatic of the ongoing transformations of the city, the book moves to the very heart of the problem in urban planning. The book presents 16 case studies that form the basis for a theory of the slum and a concrete development manual for the slum. The interdisciplinary approach to analysing slums presented in this volume enables researchers to look at social and economic dimensions as well as at the constructive and spatial aspects of slums. Both at the scientific and the pedagogical level, it allows one to recognize the efforts of the slum’s residents, key players in the past, and present development of their neighborhoods, and to challenge public and private stakeholders on priorities decided in urban planning, and their mismatches when compared to the findings of experts and the demands of users. Whether one is a planner, an architect, a developer or simply an inhabitant of an emerging city, the presence of slums in one’s environment – at the same time central and nonetheless incongruous – makes a person ask questions. Today, it is out of the question to be satisfied with the assumption of the marginality of slums, or of the incongruous nature of their existence. Slums are now fully part of the urban landscape, contributing to the identity and the urbanism of cities and their stakeholders.

It examines various economic, social and environmental challenges of urbanization that critically affect the capital of Ghana, which has experienced high demographic growth and territorial expansion. The study analyses the Greater Accra city dwellers residential practices, and focuses on two main factors influencing land and rental markets. On the one hand, it interrogates the constraints and dynamics of urban families, their needs and gender characteristics in terms of accommodation. On the other hand, it explores the opportunities and interests in investment on the part of land owners and real estate developers. At these two levels of describing the social and spatial discriminations, the book attempts to explain the difficult choices that this fragmented city faces. It emphasizes the role of mobility in structuring the metropolitan area, and the negative impact of lack of mobility which results in some households and communities suffering more than others. Light is thrown on diagnostics and prospects in the matter of urban planning.

Book excerpt: In 1999 (August 30 - September 2) the Pan African Anthropological Association (PAAA) marked the 10th anniversary of its creation by holding its 9th Annual Conference in Yaounde, Cameroon - the city and country of its birth. The conference, themed "The Anthropology of Africa: Challenges for the 21st Century", was attended by some seventy participants, mostly African. Among the international participants was Dr Sydel Silverman, President of the Wenner Gren Foundation at the time - a long term partner of the PAAA; she was present at the inaugural conference in 1988. The conference proceedings were initially published in 2000 with very limited circulation. Given the continued relevance of the papers presented, and in view of the call by the President of the PAAA for African anthropologists to reunite anthropological theory and practice in the teaching programmes of African universities, the PAAA is pleased to republish the proceedings of its landmark 9th Annual Conference. The book consists of forty three divided into eight parts, namely: i) teaching anthropology in the decades ahead; ii) Health Challenges: HIV/AIDS Anthropological Perspectives; iii) NGOS: Use and Misuse of Anthropology; iv) Anthropological Focus on Environment; v) Some Applied Issues in Anthropology; vi) The African Family in Crisis; vii) Ethnicity and Ethnic Conflicts; and viii) Population issues and anthropology: Fertility Crisis. Paul Nkwi concludes his introduction to the volume with these words: "The Anthropology of Africa will remain for a long time, fundamentally applied if it is to meet the challenges of the 21st Century."

Book excerpt: This book argues that the Burmese military regime has always favoured an isolationist-type policy that finds its grassroots in Ne Win’s autarchic and xenophobic era as well as in Burma’s royal traditions, but without being completely cut off from the outside world. This policy approach is well suited to the Burmese authoritarian state which boasts an important strategic position in the region. In the past decade, the politics of “isolationism without isolation” has been skilfully developed by Burma’s military elite in order to preserve itself from both internal and external threats. Since the Depayin crackdown in May 2003, every step the Burmese junta has taken indicates that it has been consciously defining both its foreign policy and its internal political agenda according to these isolationist tendencies, as the recent fallbacks that followed the “Saffron Revolution” (September 2007) and the Cyclone Nargis (May 2008) illustrate. Not only does the military regime tend to strategically withdraw itself from the regional scene, by choosing only a few but crucial diplomatic and commercial partners like China, India, Singapore, Russia or Thailand, but it also gradually isolates itself from the rest of the Burmese society, by opting for a strategic and nationalist entrenchment which was perfectly highlighted by the purge of the pragmatic Military Intelligence Services (2004), the transfer of the capital to Naypyidaw (2005) and the strict control over the transitional process initiated by its own “Road Map towards a disciplined democracy” and undisrupted by the recent crises.
