Book excerpt: This volume contains the proceedings of the international conference "Complexity and Industrial Clusters: Dynamics and Models in Theory and Practice", organized by Fondazione Comunita e Innovazione and held in Milan on June 19 and 20, 2001 under the aegis of the Accademia Nazionale dei Lincei (founded in Rome in 1604), one of the oldest and most famous national academies of science in the world. Fondazione Comunita e Innovazione encourages research and the dissemination of knowledge about social, economic, cultural and civil issues. It promotes research and innovation related to local production systems and industrial districts, with special reference to: the interactions between large companies and SMEs (small and medium-size enterprises), the effects of industrial districts on the development and welfare of their communities and of neighbouring areas, the effects of globalisation on these local systems of productions. Fondazione Comunita e Innovazione was created in Milan in 1999. It supports studies, publications, and events, both on its own and in cooperation with corporations, research institutes, foundations, associations and universities. It also grants scientific sponsorship to research that is in line with its mission, as set forth in its by-laws. The founding member of the Fondazione is Edison (formerly Monted:son). The other subscribing members, in historical order, are: Ausimont, Tecnimont, Eridania, Accenture, and PricewaterhouseCoopers.

The Atlas of Economic Complexity attempts to measure the amount of productive knowledge countries hold and how they can move to accumulate more of it by making more complex products. In addition, they argue that a country's economic complexity and its position in the product space are better predictors of economic growth than many other well-known development indicators, including measures of competitiveness, governance, finance, and schooling. Using innovative visualizations, the book locates each country in the product space, provides complexity and growth potential rankings for 128 countries, and offers individual country pages with detailed information about a country's current capabilities and its diversification options. The maps and visualizations included in the Atlas can be used to find more viable paths to greater productive knowledge and prosperity.

Their study is, therefore, of primary importance in understanding the success of nations. Given the many interactions among people that happen within them, cities are well described as complex evolving systems, and a thorough analysis of their economy should be able to deal with this complexity. A likely candidate to grasp the reality of complex evolving systems, such the economy of cities, is the Economic Complexity framework (Hidalgo and Hausmann, 2009), given its capacity to synthesize a large amount of informa- tion into a single index. We use patent data to compute the knowledge complexity index (KCI) of European metropolitan areas and describe their economy in terms of their innovative potential. Interpreted as a dimensionality-reduction algorithm, as proposed by Mealy et al. (2019), KCI helps to filter out the background noise from the abundant information produced by the interactions that happen within cities. By extending the work by van Dam et al. (2021), we highlight the relevance of going beyond the first leading eigenvector, to the analysis of which the rest of the literature is limited. We define clusters of similar cities, based on the additional dimensions obtained through this dimensionality-reduction procedure. The introduction of clusters dramatically increases the predicting power of KCI. Under this lens, the Economic Complexity framework is more than a single index: it is a powerful methodology to reveal the organized complexity hidden behind the large amount of chaotic information produced by out-of-equilibrium economic systems such as cities.

Book excerpt: Leading up to the financial crisis of 2008 and onwards, the shortcomings of traditional models of regional economic and environmental development had become increasingly evident. Rooted in the idea that ‘policy’ is an encumbrance to free markets, the stress on supply-side smoothing measures such as clusters and an over reliance on venture capital, the inadequacy of existing orthodoxies has come to be replaced by the notion of Transversality. This approach has three strong characteristics that differentiate it from its failing predecessor. First, as the name implies, it seeks to finesse horizontal knowledge interactions as well as vertical ones, thus building ‘platforms’ of industrial interaction. Secondly, it is not a supply, but a demand side model in which needs-driven innovation rather than pure market competition prevails. Finally, it is ongoing through recessionary times, being more robust than over-specialised approaches to economic growth. The intellectual origins of Transversality lie in an aspiration to promote eco-innovation, one of the key hopes of assisting Western regional and national economies to re-balance and escape recession. The policy models of key regional exponents of the concept are explored and their goals achievement is assessed. An array of policy instruments and measures is presented for hands-on policy implementation. The book will be of vital interest to academics as teachers and researchers as well as policy advisers and public servants.
