Book Competition Law and Policy Indicators for the OECD Countries

Download or read book Competition Law and Policy Indicators for the OECD Countries written by Jens Høj and published by . This book was released on 2007 with total page 39 pages. Available in PDF, EPUB and Kindle. Book excerpt: The aim of this paper is to construct indicators that measure the strength of policies aimed at preserving and promoting market competition by empowering antitrust and sectoral authorities. The indicators, which cover both general and sector-specific competition policies, extend previous OECD work covering economy-wide and sector-specific regulations that restrict competition and promote governance. It focuses on information for 2003 provided by a number of OECD sources. The results show relatively little variation in the overall indicator across countries, partly reflecting the convergence of competition policies across the OECD area over the past decade. However, inspection of individual elements reveals that enforcement efforts (both in terms of devoted resources and actually implemented sanctions) and policies in network industries vary considerably across countries. Thus, the main conclusion arising from this work is that member countries have been improving the general competition policy framework, but still have to fully implement the improved framework. Moreover, there remains a considerable scope for further progress in promoting competition in network industries.

Book A Framework for the Design and Implementation of Competition Law and Policy

Download or read book A Framework for the Design and Implementation of Competition Law and Policy written by R. S. Khemani and published by World Bank Publications. This book was released on 1999 with total page 172 pages. Available in PDF, EPUB and Kindle. Book excerpt: A dynamic and competitive environment, underpinned by competition law policy, is an essential characteristic of successful market economies. To satisfy the growing demand for information on current approaches and practices in competition law policy, the project "Framework for the Design and Implementation of Competition Law-Policy" was initiated by the World Bank, with participation by OECD. This ensuing volume reflects the main issues that arise in design and implementation of competition law and policy in order to assist countries in developing an approach that suits their own needs and conditions. The views articulated in this publication suggest that the administration and enforcement of competition law policy should assign the greatest importance to fostering economic efficiency and consumer welfare.

Available in PDF, EPUB and Kindle. Book excerpt: Sustainable economic development has played a major role in the decline of global poverty in the past two decades. There is no doubt that competitive markets are key drivers of economic growth and productivity. They are also valuable channels for consumer welfare. Competition policy is a powerful tool for complementing efforts to alleviate poverty and bring about shared prosperity. An effective competition policy involves measures that enable contestability and firm entry and rivalry, while ensuring the enforcement of antitrust laws and state aid control. Governments from emerging and developing economies are increasingly requesting pragmatic solutions for effective competition policy implementation, as well as recommendations for pro-competitive sectoral policies. A Step Ahead: Competition Policy for Shared Prosperity and Inclusive Growth puts forward a research agenda that advocates the importance of market competition, effective market regulation, and competition policies for achieving inclusive growth and shared prosperity in emerging and developing economies. It is the result of a global partnership and shared commitment between the World Bank Group and the Organisation for Economic Co-operation and Development (OECD). Part I of the book brings together existing empirical evidence on the benefits of competition for household welfare. It covers the elimination of anticompetitive practices and regulations that restrict competition in key markets and highlights the effects of competition on small producers and employment. Part II of the book focuses on the distributional effects of competition policies and how enforcement can be better aligned with shared prosperity goals.
