Book excerpt: As demand for tertiary education continues to rise across Asia, countries are expanding their higher education systems outwards by constructing new universities, hiring more faculty and encouraging private provision. Many of these systems are also moving upwards by introducing new graduate programmes to ensure that there are enough qualified professors and researchers for the future. Based on data from the UNESCO Institute for Statistics (UIS) and a diverse range of national and international sources, this report provides a comprehensive view to evaluate different strategies to expand graduate education. Special focus is given to middle-income countries in the region which have recently experienced the most dramatic growth through an innovative mix of policies. For example, interventions aimed at improving university rankings may be controversial but are nonetheless reshaping university reforms. The report highlights the pros and cons by comparing the three most commonly-used university ranking systems. Across the region, countries are not simply seeking to accommodate more students - they are striving to build top-quality universities that can produce the research and workforce needed for national economic development. So this report presents a range of data to better evaluate the economic benefits flowing from university research, as well as the spillover effects to the private sector. The authors also analyse the ways in which international collaboration can boost the productivity and quality of university-based research. Book excerpt: "The authors (1) present new indicators of banking sector penetration across 99 countries based on a survey of bank regulatory authorities, (2) show that these indicators predict household and firm use of banking services, (3) explore the association between the outreach indicators and measures of financial, institutional, and infrastructure development across countries, and (4) relate these banking outreach indicators to measures of firms' financing constraints. In particular, they find that greater outreach is correlated with standard measures of financial development, as well as with economic activity. Controlling for these factors, the authors find that better communication and transport infrastructure and better governance are also associated with greater outreach. Government ownership of financial institutions translates into lower access, while more concentrated banking systems are associated with greater outreach. Finally, firms in countries with higher branch and ATM penetration and higher use of loan services report lower financing obstacles, thus linking banking sector outreach to the alleviation of firms' financing constraints. It contributes to a greater understanding of how Muslims living as a minority in Australia and the UK negotiate Islamic doctrine in secular societies by focusing on one aspect of this negotiation, namely the prohibition of ribā. There is little debate in the Islamic tradition on the prohibition of ribā. The differences, however, lie in the interpretation of ribā and the question of how Muslims live in a society that is heavily reliant on interest and conventional banking, yet at the same time adhere to Islamic guidelines. Through the words of religious leaders, Muslim professionals and university students, Imran Lum provides real accounts of how Muslims in Australia and the UK practically deal with conventional banking and finance products such as home loans, savings accounts and credit cards. He also explores Muslim attitudes towards Islamic finance and queries whether religion is the sole determining factor when it comes to its uptake. Drawing on his own unique experience as a practitioner responsible for growing an Islamic business in a conventional bank, Lum provides a firsthand account of the complexities associated with structuring Islamic finance products that are not only sharia compliant but also competitive in a non-Muslim jurisdiction. Using ṣukūk bonds as a case study, he highlights the tangible and non-tangible barriers to product development, such as tax and regulatory requirements and the rise of Islamophobia. The data on a basic set of indicators were assembled for a core of 11 Asian countries (Bangladesh, China, India, Indonesia, Korea, Malaysia, Nepal, Papua New Guinea, the Philippines, Sri Lanka, and Thailand). Data for other Asian countries are also presented when available. After an overview, chapter 2 highlights the main features of education in Asia in an international and regional perspective. Chapter 3 provides more detailed documentation of education costs and financing arrangements in Asian countries, focusing on such items as the pattern and level of unit costs across levels of education, the distribution of public spending, and the contribution of private financing. Efficiency and equity are addressed in chapters 4 and 5. Chapter 6 offers conclusions based on the cross-sectional analysis and makes suggestions for future work. The study concludes that the two most essential components of an effective education policy are greater attention to primary education and reduced public financing of higher education. Interspersed within the text are 49 tables and 36 figures. The appendices contain an additional 32 tables and the following: (1) a succinct description and comparative evaluation of the current status of education in individual Asian countries; (2) details on data sources and the corresponding core educational statistics; and (3) figures and miscellaneous data referred to in the text.
