This book challenges the field of development to recognize that democracy promotion is unlike other development goals. With a goal like economic development, the interests of the recipient and the donor coincide; whereas, with democratization, authoritarian recipients have strong reasons to oppose what donors seek. The different motivations of donors and recipients must be considered if democracy aid is to be effective. The author examines how donors exercise their leverage over aid recipients, and, more importantly, why, using selectorate theory to understand the incentives of both aid donors and recipients. International Aid and Democracy Promotion will be of great interest to academics and students of development and democratization, as well as policy makers with authority over foreign aid allocation. In Promoting Democracy, Manal A. Jamal examines why these efforts succeed in some countries, but fail in others. A former journalist and researcher in the Palestinian territories, she offers an up-close perspective of the ways in which Western donor funding has, on one hand, undermined political participation in cases such as the Palestinian territories, and, on the other hand, succeeded in bolstering political engagement in cases such as El Salvador. Based on five fieldwork trips and over 150 interviews with grassroots activists, political leaders, and directors and program officers in donor agencies and NGOs, Jamal brings into focus an often-overlooked perspective: the experiences of those directly affected by this assistance. Do the factors that move countries toward democracy also help them refrain from backsliding toward autocracy? This book attempts to answer these questions through a combination of a statistical analysis of social, economic, and international determinants of regime change in 165 countries around the world in 1972–2006, and case study work on nine episodes of democratization occurring in Argentina, Bolivia, Hungary, Nepal, Peru, the Philippines, South Africa, Turkey, and Uruguay. The findings suggest that democracy is promoted by long-term structural forces such as economic prosperity, but also by peaceful popular uprisings and the institutional setup of authoritarian regimes. In the short-run, however, elite actors may play a key role, particularly through the importance of intra-regime splits. Jan Teorell argues that these results have important repercussions both for current theories of democratization and for the international community's effort in developing policies for democracy promotion.

Fostering security and stability in semi-authoritarian regimes collides with policies aimed at the support of processes of democratization prone to conflict and destabilization. Meanwhile, the promotion of national self-determination and political empowerment might lead to forms of democracy, partially incompatible with liberal understandings. These conflicting objectives are often problematized as challenges to the effectiveness of international democracy promotion. This book presents systematic research about their emergence and effects. The contributing authors investigate (post-) conflict societies, developing countries, and authoritarian regimes in Southeast Europe, Latin America, Africa, and Asia. They identify the socio-economic and political conditions in the recipient country, the interaction between international and local actors, and the capacity of international and local actors as relevant for explaining the emergence of conflicting objectives. And they empirically show that faced with conflicting objectives donors either use a ‘wait and see’-approach (i.e. not to act to overcome such conflicts), they prioritize security, state-building and development over democracy, or they compromise democracy promotion with other goals. However, convincing strategies for dealing with such conflicts still need to be devised. This book was published as a special issue of Democratization.
