Backed by the Chinese government, Chinese companies have been acquiring equity stakes in natural resource companies, extending loans to mining and petroleum investors, and writing long-term procurement contracts for oil and minerals. These activities have aroused concern that China might be "locking up" natural resource supplies, gaining "preferential access" to available output, and extending "control" over the world's extractive industries. On the demand side, Chinese appetite for vast amounts of energy and minerals puts tremendous strain on the international supply system. On the supply side, Chinese efforts to procure raw materials can either exacerbate or help solve the problems of high demand. Evidence from the 16 largest Chinese natural resource procurement arrangements shows that Chinese efforts—like Japanese deployments of capital and purchase agreements in the late 1970s through the 1980s—fall predominantly into categories that help expand, diversify, and make more competitive the global supplier system. Investigation of smaller projects indicates the 16 largest do not suffer from selection bias. However, Chinese attempts to exercise control over mining of rare earth elements may constitute a significant exception. The investigative focus of this analysis is deliberately narrow and precise, assessing the impact of Chinese resource procurement on the structure of the global supply base. The broader policy discussion in the concluding chapter raises other separate important issues, including the impact of Chinese resource procurement on rogue states, on authoritarian leadership, on civil wars, on corrupt payments and the deterioration of governance standards, and on environmental damage. Such effects may make patterns of Chinese resource procurement objectionable, on grounds quite apart from the debate about possible "control" of access on the part of China and Chinese companies.

They are not dimensionless lines as typically assumed in theoretical models and standard empirical analyses, but a zone populated by agencies that develop and administer regulations firms have to comply with when engaging in international trade, many of which have their own procedures. Borders can then easily become a labyrinth hard to get through. This is crucial because border agencies' procedures influence the time needed to ship goods from their origins to their destinations and can thereby affect trade, particularly in a context characterized by increasingly segmented production chains and rising lean retailing. Latin American and Caribbean countries have recently implemented various trade facilitation initiatives that aim to streamline the administrative processing of trade flows and accordingly reduce trading times. These initiatives include risk management, single windows, authorized economic operators, simplified postal exports, and expedited transit arrangements, all of which are cornerstones of the 2013 WTO Agreement on Trade Facilitation and have been subject of multiple international organizations' operations. Despite of being ubiquitous, evidence on the impact of these specific initiatives has been extremely limited. Lack of precise data has been a major obstacle. Out of the Border Labyrinth fills this gap and sheds entirely new light on the trade effects of such trade facilitation measures and the channels thereof. It presents the results of thorough impact evaluations, which have been carried out by applying rigorous methods on unprecedented transaction-level data for several countries in the region. These results reveal that trade actually expanded as a consequence of such facilitation measures and that the primary channel has been shipping frequency. Based on these econometric examinations and careful institutional case studies, Out of the Border Labyrinth systematizes a new line of trade policy research and informs policymaking and assistance activities by international organizations by providing tools that will help design and assess policies in an area that will be very active in upcoming years as countries work towards implementing the multilateral agreement reached in Bali.

They explained some of the viewpoints in recent debates about the future security environment. Debates in China are generally concealed, and frequently authors pretend they do not exist. However muted they may be, China's debates about the future nevertheless exist and merit attention if we are to understand the premises of China's national strategy and set a baseline from which to measure any future change in these premises.

Some of the earliest surviving literature of China is devoted to discussions of sexual topics, and the sexual implications of the Ym and Yang theories common in ancient China continue to influence Tantric and esoteric sexual practices today far dis tant from their Chinese origins. In recent years, a number of books have been written exploring the history of sexual practices and ideas in China, but most have ended the discussion with ancient China and have not continued up to the present time. Fang Fu Ruan first surveys the ancient assumptions and beliefs, then carries the story to present-day China with brief descriptions of homosexuality, lesbianism, transvestism, transsexualism, and prostitution, and ends with a chapter on changing attitudes toward sex in China today. Dr. Ruan is well qualified to give such an overview. Until he left China in the 1980s, he was a leader in attempting to change the repressive attitudes of the government toward human sexuality. He wrote a best selling book on sex in China, and had written to and corresponded with a number of people in China who considered him as confidant and ad visor about their sex problems. A physician and medical historian, Dr. Ruan's doctoral dissertation was a study of the history of sex in China.

In this book, Alec Stone Sweet and Florian Grisel show that international arbitration has undergone a self-sustaining process of institutional evolution that has steadily enhanced arbitral authority. This judicialization process was sustained by the explosion of trade and investment, which generated a steady stream of high stakes disputes, and the efforts of elite arbitrators and the major centres to construct arbitration as a viable substitute for litigation in domestic courts. For their part, state officials (as legislators and treaty makers), and national judges (as enforcers of arbitral awards), have not just adapted to the expansion of arbitration; they have heavily invested in it, extending the arbitral order's reach and effectiveness. Arbitration's very success has, nonetheless, raised serious questions about its legitimacy as a mode of transnational governance. The book provides a clear causal theory of judicialization, original data collection and analysis, and a broad, relatively non-technical overview of the evolution of the arbitral order. Each chapter compares international commercial and investor-state arbitration, across clearly specified measures of judicialization and governance. Topics include: the evolution of procedures; the development of precedent and the demand for appeal; balancing in the public interest; legitimacy debates and proposals for systemic reform. This book is a timely assessment of how arbitration has risen to become a key component of international economic law and why its future is far from settled.
