Abstract: Students studying under the new senior secondary school curriculum in Hong Kong can either perform community service under the Other Learning Experiences (OLE) organized by schools or volunteer their time for service. The primary aims of this study are to report the community service involvement of a selected group of secondary school students in Hong Kong, and to explore the impact of different types of community services on students' intention to volunteer, volunteer satisfaction, and sense of personal and social responsibility. This study also investigates the effects of various individual and volunteering factors on students' continuation of volunteering in Hong Kong. A quantitative, cross-sectional research design was used to examine the relationship between community service and other variables, namely responsibility, intention and satisfaction on young people in Hong Kong. A total of 1,046 secondary school students aged between 13 and 21 were recruited via purposive sampling from seven secondary schools. The respondents in this study consisted of Forms 5 to 6 students, and they completed the self-administered questionnaire containing 92 items to measure the theory of planned behavior personal and social responsibility, volunteer satisfaction and continuation of volunteering. Based on their participation in community service under the OLE and their self-organized volunteer services, four groups of respondents can be identified. They are: 1) those who participated in both OLE-related community services and self-organized volunteer services (N=461, 44.84%); 2) those who participated in self-organized volunteer services only (N=339, 32.98%); 3) those who participated in OLE-related community services only (N=38, 3.70%) and 4) those who did not participate in any form of community services (N=190, 18.48%). As expected, findings indicate that the factors of gender, level of educational attainment and prior community service involvement are associated with volunteer intention, satisfaction, responsibility and continuation of volunteering. The results also highlight that those who did not participate in any form of community services in the past 12 years had the lowest scores on the Theory of Planned Behavior-Chinese (TPB-C) scale and continuation of volunteering behaviors. Students with only OLE-related community service participation had the lowest scores on Personal and Social Responsibility Scale-Chinese (PSRS-C), and Volunteer Satisfaction Index-Chinese (VSI-C). An Ordinal Logistic Regression analysis showed that the Theory of Planned Behavior, personal and social responsibility, and volunteer satisfaction are predictors of students' continuation of volunteering behaviors. This study offers further implications for school personnel and youth workers who work closely with young people and promote volunteerism among secondary school students. Students with voluntary community service experience (i.e. those who both participated in OLE-related community services and self-organized volunteer services, and those who participated in self-organized volunteer services only) have higher scores in their volunteer intention, satisfaction and responsibility. Namely, students today are more self-absorbed and individualistic than ever before. In other words, they have few social commitments and lack a sense of community. This lack of social responsibility is particularly problematic in Colombia, where a privileged few enjoy all the spoils and the elite youth are groomed as the future leaders of the country. For many, hope is all but lost on these socially irresponsible students. On the other hand, some planners and critics believe that service-learning -- which connects community service to the classroom -- is a remedy for this lack of social solidarity. With this in mind, service-learning has become increasingly popular during the past decade all over the globe, and particularly in Latin American countries such as Colombia. This research project is an evaluation of the service-learning program at one of the most elite high schools in Colombia. The project has two specific aims: (1) to document the impact of the program on the attitudes and behaviors of the students and (2) to assess the quality of the implementation of the program. In order to achieve these aims, three data collection methods 6 questionnaires, interviews, and focus groups 6 were used to paint a holistic picture of the program. Furthermore, a theoretical model of service-learning was developed as a benchmark to evaluate the program. The results revealed that the service-learning program was having a minimal impact on students2 attitudes and behaviors. In fact, the analysis showed that in many instances the program was simply reinforcing stereotypes and solidifying the social division in Colombia. The failure to achieve the desired outcomes may have been due to the fact that the program did not fulfill many of the required expectations of service-learning. In the final chapter, specific recommendations are given to improve the program.

Book excerpt: In an effort to better understand the attitudes and behaviors of young people in America around volunteering, service-learning and other forms of community involvement, the Corporation for National and Community Service, in collaboration with the U.S. Census Bureau and Independent Sector, conducted the Youth Volunteering and Civic Engagement Survey (the Youth Volunteering Survey), a national survey of American youth. Between January and March of 2005, 3,178 Americans between the ages of 12 and 18 were asked about their volunteer activities and experiences with school-based service-learning projects, as well as their involvement with school, family, religious congregations, and community associations. This report, the first brief in the "Youth Helping America Series," highlights the state of youth volunteering and considers the relationship between youth volunteer behavior and three primary environments where youth form their social networks: family, religious organizations, and school. These social institutions play an essential role in connecting youth to volunteer opportunities and encouraging them to become engaged in service. Fostering environments that encourage volunteer activities are critical to creating a commitment to service and community involvement that will remain with them for their lifetime. This analysis looks to build on existing research that has demonstrated that connections to the community and volunteering form a positive feedback loop, whereby opportunities provided to youth to engage with others leads to a greater sense of reciprocity and trust that in turn leads youth to develop a personal ethic of community engagement.
