Book excerpt: More than half of the 41 million foreign-born individuals in the United States today are noncitizens, half have difficulty with English, a quarter are undocumented, and many are poor. As a result, most immigrants have few opportunities to make their voices heard in the political process. Nonprofits in many cities have stepped into this gap to promote the integration of disadvantaged immigrants. They have done so despite notable constraints on their political activities, including limits on their lobbying and partisan electioneering, limited organizational resources, and dependence on government funding. Immigrant rights advocates also operate in a national context focused on immigration enforcement rather than immigrant integration. In Making Immigrant Rights Real, Els de Graauw examines how immigrant-serving nonprofits can make impressive policy gains despite these limitations. Drawing on three case studies of immigrant rights policies—language access, labor rights, and municipal ID cards—in San Francisco, de Graauw develops a tripartite model of advocacy strategies that nonprofits have used to propose, enact, and implement immigrant-friendly policies: administrative advocacy, cross-sectoral and cross-organizational collaborations, and strategic issue framing. The inventive development and deployment of these strategies enabled immigrant-serving nonprofits in San Francisco to secure some remarkable new immigrant rights victories, and de Graauw explores how other cities can learn from their experiences.

This study asks how non-profit employment service providers in Nova Scotia integrate into their communities and promote place-based policy, programs, and services to address labour market needs. The goal of this research is to: understand the Nova Scotia employment services ecosystem, understand contracted non-profit service providers, determine the relationship between these organizations and their constituent communities, and explore whether non-profit employment services providers offer, or contribute to the development of, place-based employment services to the individuals they serve. Key informant interviews and qualitative data analysis tools were used in this study. The findings present a conceptual framework highlighting connecting, being present, internalizing, and operationalizing activities as ways for non-profit Nova Scotia Works contract holders to integrate and promote place-based services in their constituent communities. Contributions to non-profit theory and practice are made.

Book excerpt: When a person is forced to flee their home due to violence or the fear of persecution, they must seek refuge elsewhere -- either within the borders of their home country or in a new country. Those who travel to another country in search of safety and protection are known as refugees, and as world conflicts continue, the number of refugees around the world is steadily increasing. As refugees integrate into their new communities, they often receive support from nonprofit organizations once government assistance has ceased. This mixed method study uses 60 open-ended, first-person interviews with refugees and nonprofit service providers, participant observation, and a secondary data analysis of nonprofit mission and goal statements to explore the needs of refugee populations in a southeastern city in the United States, compare and analyze how nonprofits in this area are interacting with and providing services to their refugee clients, determine the extent to which the refugees being served perceive the nonprofit0́9s services to be effective, and determine the extent to which refugees feel that their needs are being met. Findings indicate that refugees and nonprofit service providers typically gauge the effectiveness of nonprofit services in very different ways, with refugees measuring effectiveness as the extent to which a nonprofit helps its clients, and with service providers measuring effectiveness as the extent to which a nonprofits meets its mission and goals; thus, creating specific mission statements that are aligned with client needs is crucial for nonprofits. Findings also showed that refugees may be hesitant to fully express their needs to service providers due to cultural barriers and/or the fear of being a "burden", and that informal methods of soliciting refugee perspectives may help service providers better assist their refugee clients. The data also indicate that nonprofits that engage in collaborations with other nonprofits and governmental agencies, provide refugees with increased access to ESL classes, and ensure that refugees have ample opportunities to engage with other members of their community typically see more positive outcomes as their refugee clients seek to integrate.

Book excerpt: In Immigrants and Electoral Politics, Heath Brown shows why nonprofit electoral participation has emerged in relationship to new threats to immigrants, on one hand, and immigrant integration into U.S. society during a time of demographic change, on the other. Immigrants across the United States tend to register and vote at low rates, thereby limiting the political power of many of their communities. In an attempt to boost electoral participation through mobilization, some nonprofits adopt multifaceted political strategies including registering new voters, holding candidate forums, and phone banking to increase immigrant voter turnout. Other nonprofits opt to barely participate at all in electoral politics, preferring to advance the immigrant community by providing exclusively social services.Brown interviewed dozens of nonprofit leaders and surveyed hundreds of organizations. To capture the breadth of the immigrant experience, Brown selected organizations operating in traditional centers of immigration as well as new gateways for immigrants across the South: Florida, Illinois, Michigan, New Jersey, New York, and, North Carolina. The stories that emerge from his research include incredible successes in mobilizing immigrant communities, including organizations that registered sixty thousand new immigrant voters in New York. They also reveal efforts to suppress nonprofit voter mobilization in Florida and describe the organizational response to hate crimes directed at immigrants in Illinois.
