Book excerpt: Public Utilities Plan: The purpose of the Public Utilities Plan is to take an inventory of all existing water, sanitary sewerage and storm water drainage systems in Waveland. The recommendations and plans prepared in the Urban Systems Engineering Demonstration Program have been incorporated in the Public Utilities Plan for Waveland. Land Use Plan: The Land Use for Waveland indicates principal functional components of land uses considering the existing land use pattern, the regional character, and the recently prepared transportation study for the Gulf Coast Area. Community Facilities: In order to provide Waveland with adequate schools, parks, recreational facilities, fire protection and public buildings, and the adequacy of these facilities is evaluated. This study further determines the additional facilities that will be needed over the twenty year planning period. Major Thoroughfares Plan: The purpose of the Major Thoroughfares Plan for Waveland is to insure an adequate thoroughfares system capable of providing efficient transportation of goods and people within and throughout the planning area. An inventory and analysis is made of the thoroughfares system in light of existing conditions and probable future traffic demands. A thoroughfares plan has been prepared which recommends the location and construction of streets and highways on a priority basis.

The Community Facilities Plan identified existing facilities (educational, recreation, and public buildings and services) and made recommendations for future use. Based on an evaluation of the Existing Land Use, the Land Use Plan was prepared to delineate areas for conservation and/or utilization, elimination of incompatible and blighted land uses through redevelopment, codes, ordinances, and other positive implementation devices. The Community Appearance Plan and Program formulated systematic guidelines for the development of an aesthetically pleasing social and cultural environment within and outside the city. The Public Improvements Program itemized on a priority basis projects recommended throughout the Comprehensive Plan and proposed methods of financing the programs and projects for Waynesboro.

The Population and Economic study was prepared by the Mississippi Research and Development Center. While the Population and Economic Study was utilized in this report, the report was not included, but will be printed separately by its author. Vicksburg, Mississippi, located on the banks of the Mississippi River has a present population of 24,679 persons and is estimated to reach a population of 32,325 by 1990. The City, like many cities throughout the nation, has allowed blight to creep into many areas. However, the city is now on its way with an urban renewal project in the downtown area. Vicksburg's location allows for good air, water, rail and highway transportation routes. The Vicksburg National Military Park is a strong national tourist attraction. From this study it appears that the City has a very good potential, if plans are properly implemented. The City has adequate, qualified staff and facilities to carry out its responsible functions. A practical but realistic budget and capital improvement program has been prepared and if followed with enough desire by the City and its people, Vicksburg, Mississippi will reach its full potential.
