Book excerpt: In this report MPs recommend changes to the way money from the EU's Common Agricultural Policy (CAP) is used to support hill farmers. Farming, in particular grazing livestock, is an essential part of the landscapes and traditional systems of land management in these beautiful and fragile areas. A return to headage payments in limited circumstances, with appropriate environmental conditions to prevent overstocking, would provide fairer funding to hill farmers. The Committee also calls on the Government to do more to enable hill farmers to diversify into other land management activities-such as carbon storage and water quality schemes. The report calls on the Government to demonstrate a stronger commitment to upland communities. Having abolished the Commission for Rural Communities - the public body that advised Government on rural issues -the Department for Environment, Food and Rural Affairs must ensure that rural policies and their delivery are not neglected. Ministers should: publish a strategy for the uplands that sets out a clear action plan with practical measures to be implemented immediately; provide strong leadership to make sure that rural and upland communities get a fair deal; create a statutory definition of the uplands to assist in targeting policy; ensure all farmers and rural communities can get access to development grants once RDAs have been abolished; work across Government to put in place policies that support those that live and work in the uplands, in particular rolling out super-fast broadband for remote rural communities and increasing the availability of affordable housing.

But this is frequently leading to controversy, as energy and planning policies are revised to support new energy sources or technologies (e.g. offshore wind, tidal, bioenergy or hydrogen energy) and communities face the prospect of unfamiliar, often large-scale energy technologies being sited near to their homes. Policy makers in many countries face tensions between 'streamlining' planning procedures, engaging with diverse publics to address what is commonly conceived as 'NIMBY' (not in my back yard) opposition, and the need to maintain democratic, participatory values in planning systems. This volume provides a timely, international review of research on public engagement, in contexts of diverse, innovative energy technologies. Public engagement is conceived broadly - as the interaction between how developers and other key actors engage with publics about energy technologies (including assumptions held about the methods used, such as the provision of financial benefits or the holding of deliberative events), and how individuals and groups engage with energy policies and projects (including indirectly through the media and directly through emotional and behavioural responses). Book excerpt: Regional Spatial Strategies (RSSs) bridged the gap between those planning issues determined by local policy or concern, and those subject to policy goals defined at a national level - such as those for housing or renewable energy. The committee did not pass judgment on the merits of regional spatial strategies, but is concerned about the hiatus created by their intended abolition. This is giving rise to an inertia that is likely to hinder development - making it much harder to deliver necessary but controversial or emotive 'larger than local' facilities and to ensure that our national need for new housing is met. There also needs to be a strengthened local authority 'duty to co-operate' and a better understanding of where Local Enterprise Partnerships will fit into these new planning arrangements. The Government's recognition that we need to build more houses, and its commitment to deliver 150,000 affordable homes over the next four years (although this is not an exceptional number by historic standards) is welcomed. However, the likelihood of achieving this increase through the New Homes Bonus is questioned. There is no evidence this mechanism will increase housing supply by 8 - 13% in the way that ministers predict. Indeed, it became clear during this inquiry that estimates for new house building contained in local authorities' plans have already fallen by 200,000 following the decision to abolish RSSs. The committee concludes that this Government may face a stark choice between whether to build fewer homes than its predecessors, or abandon its commitment to promote localism in decisions of this kind. The committee therefore calls for the New Homes Bonus to be linked explicitly to the delivery of homes provided for in local plans following robust assessments of housing need

Book excerpt: In its 7th report of session 2006-07 (HC 345-I, ISBN 9780215521330) on British Waterways (BW), the Committee pressed for adequate funding of the waterways network and expressed concern at the poor relations that existed at the time between the Department for Environment, Food and Rural Affairs (Defra) and BW. This further report was prompted by BW's decision in February 2008 to withdraw from the partnership to restore the Cotswold Canals in order to fund urgent repairs to the Monmouthshire and Brecon Canal. The report focuses on BW's regeneration and restoration work, but also looks at how Defra and BW are working together and the Committee is encouraged by an improvement in the relationship and communication between the two bodies. Restoration of canals produces little if any direct benefit to BW and BW has often carried all the financial risk in such projects. Canal restoration schemes can be of great value to the areas where the canals are restored, producing knock-on benefits such as more jobs and visitor income. The BW Board is charged primarily with maintaining the existing waterways network and cannot be expected to take on substantial risk from restoration projects, especially in present economic conditions. If the public sector wishes to obtain external benefits from canal restoration schemes, the bodies responsible for obtaining those benefits should bear the risk. Defra, with British Waterways and other interested bodies, should develop a mechanism to score and prioritise public investment in canal restoration according to the external benefits that would be created, and should agree how the financial risks of such projects should be borne.
