Book excerpt: In recent decades, China has transitioned from an inherently agricultural country to an emerging economic titan with a vast transportation network that befits its newly globalized status. Through this fast-paced economic development, the country soon became a nation of drivers. By 2019, the country had 260 million automobiles and 397 million drivers, most of whom were only years from being a novice. In 2019 alone, another 26 million new drivers joined the Chinese roadways. At the same time, China encountered many traffic-related problems: overcrowded urban areas, a deteriorating environment, the chaos of traffic signs, the building boom due to urbanization, and the pressure of traffic management, among others. Historically, China was never a country adept at traffic and transportation. Despite this, it has been trying to catch up with the world’s pace and to welcome its guests from across the globe. This book zeroes in on the authentic discourses in Chinese traffic by demonstrating the interaction between traffic signs and their users (specifically the new drivers who are unfamiliar with traffic contexts, driving, or the Chinese language). Guangzhou (Canton), a prosperous first-tier city with over 20 million residents, was chosen as the sampling area for this study. The book scrutinizes the city’s traffic signage, its drivers’ experiences, and its traffic authorities’ comments in order to provide a true picture of China, shifting from a country with big traffic to one with modern traffic.

The second part of the volume discusses the characterization of traffic streams and how to estimate their impact on the performance of a queueing system. The performance of queues under worst-case traffic flows or flows with long bursts is treated. These studies are motivated by questions about buffer dimensioning and call admission control in ATM or IP networks. Book excerpt: This book discusses the use of communication campaigns to promote road safety, arguing that they need to elicit public discourse on issues pertaining to culture, equity, gender, workplace norms, environmental issues, and social solidarity. Increasingly, new media channels and formats are employed in the dissemination process, making road safety-related messages ubiquitous, and often controversial. Policy makers, educators, researchers, and the public continue to debate the utility and morality of some of the influence tactics employed in these messages, such as the use of graphic images of injury or death, stigmatization (or "blame and shame"), and the use of "black humor." Guttman argues that influencing road safety requires making changes in normative and cultural conceptions of broader issues in society, yet the typical discourse on road safety tends to focus on individual attitudes and practices. The book highlights the importance of social and behavioral theory in communication campaigns on road safety, and critiques the tendency to focus on individual cognition, affect, and risk conceptions rather than on normative, structural, and cultural factors. The volume positions the discourse on road safety as a social issue, and treats road safety behavior as a social activity that directly relates to other public issues, social values, and social policy, while discussing potential uses of social media and participatory approaches. The discussion turns to the role of road safety communication campaigns as part of a democratic process of eliciting public discourse, including how contemporary society could address broader issues of risk and safety.
