Morris analyses some of the factors that contribute to apathy among citizens towards the political process by focusing on the communication strategies used by leaders and their administrations. He examines the relationship between leaders and the wider society they seek to influence, the communication methods and techniques that have been deployed in the exercise of power, and how change is effected or stymied by political communication. The central argument of the book is that the success or failure of leaders and their administrations in modern Jamaica is closely linked to an effective communication strategy to support their programmes and policies. Morris examines the campaigns and tenure of three of Jamaica's longest-serving prime ministers and assesses the communication strategies used to market their government's programmes and policies. Race, Class, and Political Symbols is a remarkably cogent examination of the uses of Rastafarian symbols and reggae music in Jamaican electoral campaigns. Book excerpt: Governments fail to provide the public goods needed for development when its leaders knowingly and deliberately ignore sound technical advice or are unable to follow it, despite the best of intentions, because of political constraints. This report focuses on two forces—citizen engagement and transparency—that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement.

Book excerpt: There is a great deal of discussion about media globalization, particularly television, especially as it is being driven by the spread of satellite technology and cable. While certain schools of thought view this trend as promoting cultural heterogeneity and the diversification of programme content, this book argues otherwise. It discusses the influence of globalization on Jamaica's television industry. Specifically, it looks at how market liberalization, globalization's twin force, has lead to government divestment of the television sector and increased private ownership and consolidation within this sector. It revisits the cultural imperialism debate within the context of media globalization and locates Jamaica's position within this milieu. It suggests that old concerns relating to cultural imperialism are still relevant in new ideas such as cultural proximity and programme modeling. The book also discusses the implications that increased private ownership of television media in Jamaica have for public broadcasting services, especially in an age of consolidation. Finally, the book examines current media policies and discusses whether or not they are adequate to address the present media environment, within which the market model of media management encourages anti-competitive behaviour among media firms.

Book excerpt: Although they are not directly accountable to voters, constitutional court judges communicate with the general public through the media. In Judicial Power and Strategic Communication in Mexico, Jeffrey K. Staton argues that constitutional courts develop public relations strategies in order to increase the transparency of judicial behavior and promote judicial legitimacy. Yet, in some political contexts there can be a tension between transparency and legitimacy, and for this reason, courts cannot necessarily advance both conditions simultaneously. The argument is tested via an analysis of the Mexican Supreme Court during Mexico's recent transition to democracy, and also through a cross-national analysis of public perceptions of judicial legitimacy. The results demonstrate that judges can be active participants in the construction of their own power. More broadly, the study develops a positive political theory of institutions, which highlights the connections between democratization and the rule of law.

The author provides an evidence-based, theoretically grounded, and implementable public policy framework, called Framework of Key Determinants for Political and Socioeconomic Inclusion of PWDs, which advances anti-discrimination legislation and a twin-track policy schema with interconnected enablers of human rights. Using this framework, Jamaica, the Caribbean, and other Southern countries looking for methods and strategies to fulfill commitments set out by the United Nations' Convention on the Rights of Persons with Disabilities will find approaches to sustain existing progress, and address structural systemic deficits which continue to deny PWDs long-term sustainable development.
