Book excerpt: In this book, Loewy grounds communitarian ethics in contemporary terms, particularly as a response to the intractable social problems in the United States and the shocking collapse of the Soviet Union and Soviet-style communism. He goes far beyond his work in ethics to date, moving from a dialectical relationship between community and autonomy to a notion in which the ends and means of both community and individual interact to produce a homeostatic balance. Rather than the relationship being purely one of competition between the claims of beneficence and the claims of individuality, there is a necessary interrelation in which a homeostatic balance occurs, assuring communal and individual survival. Loewy illustrates some of the contemporary consequences of the philosophy he develops here, using medicine, education, and affirmative action as models. He expands the notion of community and shows that individual communities are related to each other, as are individuals and small communities.

Isolated state actions in regions where the state is otherwise scarce can have outsize, long-lasting effects on society. The Scarce State reframes our understanding of the political economy of hinterlands through a multi-method study of Northern Ghana alongside shadow cases from other world regions. Drawing on a historical natural experiment, the book shows how the contemporary economic and political elite emerged in Ghana's hinterland, linking interventions by an ostensibly weak state to new socio-economic inequality and grassroots efforts to reimagine traditional institutions. The book demonstrates how these state-generated societal changes reshaped access to political power, producing dynastic politics, clientelism, and violence. The Scarce State challenges common claims about state-building and state weakness, provides new evidence on the historical origins of inequality, and reconsiders the mechanisms linking historical institutions to contemporary politics.

Through analysis of texts, textual forms, and systems of texts, it shows the lives, life commitments, and life projects of people deeply embedded in the literate culture of the university. The people examined work in a single building, but their textual lives are maintained in different times and spaces, measured by the dimensions of text production and text circulation in their fields of work. These domains of text time and space are to some degree differentiated by the three specialties that mark the three floors of a small building at a major research university--the ethnographic site of this journey into textual lives--computing, taxonomic botany, and English as a second language. This research site provides the opportunity to re-examine the concept of discourse community and to investigate the nature and origination of academic discourse from a new perspective. The author is a distinctive member of the applied linguistics and composition communities, an original stamped by the global village of language education in which he has lived his life, and revealed in his own autobiographical account embedded within this book. This book now reveals him as a person making text about how people are embedded in making their textual lives within the discursive landscapes their communities afford. In doing so, he shows not only his own love of language as a way of life, but also his appreciation of how all his subjects find their labors of love in the language they create. This book has been written to appeal to a general academic audience as well as to specialists in rhetoric, discourse analysis, and composition.

To do so, they must recruit, socialize, and discipline members; distinguish between members and strangers; collect resources; and cultivate a domain of competence. The communitarian sensibility is a disposition to assess the impact of innovative opportunities and compelling moral claims on the design, repair, and dissolution of communities and communal fields with a healthy skepticism about unlikely strategies. The book is divided into three parts. The first part sets out the role of communities in the creation of moral orders and discusses the implications of three prevalent myths about community. The second part discusses six terms—theory, story, time, city, tool, and plan—that figure prominently in both professional and lay constructions of public orders. The third part presents two cases in which ambiguous moral claims for redemption and justice challenge the pluralism of the open myth. One concerns exclusionary zoning in New Jersey, the other the 1985 attack on the MOVE compound in West Philadelphia. Mandelbaum's blending of moral philosophy and concrete examples concludes with an account of citizenship in liberal republics.
