It includes its historical origins: its cooperation in economics, politics, and international issues such as the environment; and its many spheres of professional activity including medicine, law, and architecture. Strong emphasis is placed on the role of the English language in the Commonwealth and as a medium for creative literature in many disparate cultures worldwide. The Commonwealth appears at a time when this unique organization is on the threshold of a new era in its history. The proposals emerging from the 1991 Commonwealth Heads of Government meeting include statements on democracy and human rights; environmental affairs; and global concerns such as international crime, drug abuse, and AIDS. They have since moved over 30,000 people across borders, launching them into influence as politicians, poets, painters, professors – and the rest. Their stories illuminate the sociology and politics of higher education, of the Commonwealth, and of its member countries: they include the last scholar before apartheid took South Africa out of the Commonwealth, who became a high court judge, and the first after it came back, now a vice-chancellor. The second edition of this book, revised and updated since it was first published to mark the scholarships’ jubilee, sets out the narrative of the scholarship plan from its unlikely conception in a Commonwealth trade conference to its survival in the changed world of 2015. This book looks at the people who selected scholars, from the Lord Chamberlain as a break from censoring plays in the 1960s to the daughter of a pig farmer in the 2000s, and at the lives of the scholars and former scholars themselves. By asking who was selected, how, and why, it examines the policies of countries offering scholarships and those receiving them, looks at their role within the universities of Africa, Asia and the Caribbean, discusses their experience as they studied abroad, and assesses their long-term impact. Three themes stand out. First, scholarship policy has been shaped by the interplay of national politics and education. Second, the world’s four million cross-border university students are themselves now big business and the stuff of international politics; the Commonwealth record offers a microcosm of their experience. Third, the lives and achievements of former scholars answer the policy question: was investing in scholarships a good way of spending public money?

Book excerpt: The Commonwealth is working for the UK however if the organisation is to reach its potential and influence events, the Commonwealth Secretariat needs to "sharpen, strengthen and promote its diplomatic performance". Recently the Commonwealth has appeared less active and less publicly visible. The Government does not appear to have a clear and co-ordinated strategy for its relations with the Commonwealth. The moral authority of the Commonwealth has "too often been undermined by the repressive actions of member governments". The Committee is "disturbed to note the ineffectiveness of the mechanisms for upholding the Commonwealth's values", and expresses support for the Eminent Persons Group's proposal for a Commonwealth Charter. The Committee also says that it is not convinced that member states are making the most of the economic and trading opportunities offered by the Commonwealth. The report welcomes the fact that the Commonwealth continues to attract interest from potential new members, and the report says that there are advantages in greater diversity and an extended global reach for the Commonwealth however the application process should be rigorous. There is also concern at the continuing evidence of serious human rights abuses in Sri Lanka and the Committee urges the Prime Minister to state publicly his unwillingness to attend the Commonwealth Heads of Government Meeting in Colombo meeting unless he receives "convincing and independently-verified evidence of substantial and sustainable improvements in human and political rights in Sri Lanka."
