Book excerpt: Since the Conquest, indigenous communities throughout Latin America have endured with astonishing restraint a multitude of impositions and indignities. Occasionally that restraint has been punctuated by cycles of rebellion and repression. Violent confrontations between Indian organizations and the state in the last two years indicate a growing frustration by indigenous peoples with political attempts to advance their demands. Major altercations have occurred in Mexico, Ecuador, and Bolivia, with smaller scale confrontations becoming a regular occurrence as Indian communities grow increasingly defiant of state authority in the wake of repeated violations of indigenous territorial and human rights. While in some countries such groups have been able to achieve recognition and protection through constitutional and legal reforms, Indians in general continue to be disproportionately the poorest of the poor and regular victims of human rights abuses. They are chronically under represented in political office in all countries of the Americas. This paper explores the complex nexus of security issues that the governments of Latin America and the indigenous communities of the region face at the end of the 20th century. A better understanding of security issues from the perspective of indigenous communities should enable policymakers in the United States to estimate more accurately how U.S. policy plays a role in the aggravation or resolution of interethnic conflict in Latin America. Although the national contexts of indigenous-state relations differ markedly throughout the hemisphere, relevant issues of national security are strikingly similar -- maintenance of international borders, eradication and interdiction of drugs, suppression of armed insurgencies, and containment of rural unrest. National governments, state armed forces, and indigenous peoples, however, all have different conceptions of the meaning of "national security."

Book excerpt: This monograph in our series on "Building Regional Security in the Western Hemisphere" includes three presentations that were made at the March 2003 conference in Miami. They include a high ranking Argentine diplomat, a leading Brazilian scholar, and a retired Colombian general officer. As might be expected, these individuals perceive the need for regional security cooperation from somewhat different perspectives. Yet, despite their differences, these writers express some significant common perceptions. First, none of them offers a panacea or quick fix solution to the regional stability-security issue--or even suggests that any short-term solution is possible. That judgment is important as the United States focuses on the need to develop a realistic ends, ways, and means stability strategy to begin the implementation of a viable Free Trade Agreement of the Americas (FTAA) by the year 2005. Second, implicitly at least, each supports the idea that even though there is no traditional military threat from external enemies, "new" threats are present that must be addressed. As an example, they agreed that the terrorist threat requires close regional coordination, and that it dictates the need to enhance multilateral cooperation. But as Ambassador Delgado points out, "We [must start] thinking of ways of joining efforts and scarce resources for the benefit of our common welfare. . . . We should not forget that the priorities of millions of Latin Americans pass through their struggle to feed themselves and their families . . . and to solve the increase in public insecurity and crime that plagues their daily lives . . . Doing so should not be incompatible to fighting terrorism at the same time." This is a sensible and pragmatic approach. In that connection, all three agreed that there is a lack of a common view regarding precisely "What is a threat?" and "What is security?" This is the heart of the stability problem in Latin America. These authors acknowledge that the traditional definition of security and threat is no longer completely valid. They understand that a more realistic concept includes the protection of national sovereignty against unconventional internal causes and attackers. They also recognize that a close linkage exists among security, development, and democracy. Nevertheless, with the exception of General Medina, they were reluctant to take a broadened definition of national security to its logical conclusion. That is, to correspondingly broaden and integrate the roles of the national security forces into an internal sovereignty protection mission. Colombians now understand that that role is what makes stability, development, and democracy possible. Finally, all three are at least implicitly aware of the inability of individual Latin American nations to keep the Colombian crisis contained within Colombia. They acknowledged that significant spillover into Colombia's neighbors is occurring, and that it can only increase. That understanding, plus an acknowledged need to give more attention to political, economic, and social issues that have a bearing on the regional security situation, return us to the first points of this discussion. It takes us to the need for a hemispheric architecture that can deal cooperatively and effectively with the insecurity and instability threats that have meaning for us all. The security-stability equation in Latin America is extremely volatile and dangerous. In terms of the kind of environment that is essential to the entire North American strategy for the hemisphere, that stability situation is deserving of much more attention than it has had in the recent past. If the reader has not already been thinking about these issues, this monograph is a good place to start. If the reader has been considering these problems, this monograph provides a point from which to recapitulate.

It came at a time when the United States and Venezuela were accelerating a verbal sparing match regarding which country was destabilizing Latin America more. President Chavez shows no sign of standing down; he slowly and deliberately centralizes his power in Venezuela, and carefully and adroitly articulates his Bolivarian dream (the idea of a Latin American Liberation Movement against U.S. economic and political imperialism). Yet, most North Americans dismiss Chavez as a "nut case," or--even if he is a threat to the security and stability of the Hemisphere--the possibilities of that threat coming to fruition are too far into the future to worry about. Dr. Manwaring's intent is to explain in greater depth what President Chavez is doing and how he is doing it. First, he explains that Hugo Chavez's threat is straightforward, and that it is being translated into a consistent, subtle, ambiguous, and ambitious struggle for power that is beginning to insinuate itself into political life in much of the Western Hemisphere. Second, he shows how President Chavez is encouraging his Venezuelan and other followers to pursue a confrontational, populist, and nationalistic agenda that will be achieved only by (1) radically changing the traditional politics of the Venezuelan state--and other Latin American states--to that of "direct" (totalitarian) democracy; (2) destroying North American hegemony throughout all of Latin America by conducting an irregular Fourth-Generation War "Super Insurgency"; and, (3) country-by-country, building a great new Bolivarian state out of a phased Program for the Liberation of Latin America.

Book excerpt: Of the several regional arrangements that function within the United Nations, the most elaborate in organization and function is the Organization of American States. Although the United Nations holds the primary responsibility for preserving international peace, its charter concedes virtual autonomy to regional arrangements in dealing with matters considered appropriate for regional action. This latitude stimulated a trend toward regionalism which eventually posed the important question of how to preserve legitimate regionalism like Pan-Americanism without impairing the essential overall authority of the United Nations. Following an introductory description of all existing regional arrangements, this comprehensive case study examines every aspect of security cooperation in the Western Hemisphere in the mid-twentieth century: the historical origins and development of the inter-American system; the perfecting of the security structure; and, most important, the functioning of the system under test by controversies among the member nations, and by two world wars, the Korean emergency, and the aggressive threats of international Communism. Particular attention is given to the Cuban situation. This volume was the first to recognize, boldly and imaginatively, the overwhelming influence wielded in the OAS by the powerful and wealthy United States. This elastic association of one Great Power and twenty small states, based on a mutuality of interests and a common devotion to the principles of civilized international behavior, can be said to have reached full maturity in 1948 with the adoption of the OAS charter, which articulated the goals toward which it had been striving for fifty-eight years: sovereign equality, nonintervention, and consultation for the peaceful solution of disputes and for hemisphere defense. Ironically, just when the Good Neighbor Policy and the rise of Hitler seemed to have cemented inter-American relations, breaks in the solidarity began to appear. World War II produced new forces destined to profoundly alter the bases and objectives of inter-American cooperation. The “be good” policy began to change to a “do good” policy, and in diplomatic discussions, economic measures began to eclipse those concerned with peril to the peace and security of the hemisphere.
