Book excerpt: Hispanic and Latino students are regarded as one of the most uneducated and educationally at-risk and disadvantaged groups in the United States, yet few studies have focused on teaching and learning in classrooms where they are making significant academic gains due to high quality teachers. Current research in this area lacks strong theoretical foundations and has produced little empirical data. As such, it was the goal of this study to identify common characteristics of effective educators of Hispanic and Latino students via theoretical elucidation through the lens of cultural competency and proficiency and culturally relevant instruction. Research questions included: (1) What do effective teachers of Hispanic and Latino students need to know about teaching, learning, and Hispanic and Latino students?; (2) What skills and abilities do they possess?; and (3) What are their dispositions? Given the study's purpose, the research approach was that of a qualitative study employing a case study design that utilized interview as a data collection method and constant comparative analysis. Interviews from eight effective educators in a southeastern Wisconsin public, urban high school with a 98.8% Hispanic student demographic corroborated that a diverse set of knowledge, skills, and dispositions were shared amongst these educators and were consistent with findings generated by the literature review, with some additional characteristics, such as college knowledge, being brought forth, and others not being substantiated, such as analysis of instructional materials and resources. Implications of this study suggest that there is a set of principal behavioral patterns and teacher qualities that auspiciously influence student achievement and that applying these principals and replicating them in diverse contexts will help meet the needs of Hispanic and Latino students. The study's findings also provide implications for a pre-service education and professional development framework that adequately prepares responsive educators and assists them in meeting the needs of a student population that has traditionally been underserved. In addition, findings also implicate that educators can take measures to address the challenges they face in educating Hispanic and Latino students, as well as amend the educational disparities in these students' performance.

Then they show how all educational stakeholders—teachers, administrators, state education agencies, legislators, and parents—can work together to facilitate the teacher-student relationship and improve student education. By demonstrating how teachers can improve students' reading, critical thinking, writing, and oral communication skills across the curriculum, they argue that learning can be made more relevant for students, keeping their interest levels high while preparing them for academically competitive colleges.

The purpose of this book is to present the current state of the art with respect to research on effective instructional programs for Latino students in elementary and secondary grades. Surprisingly, this has not been done before; there are many books on the situation of Latino students in U.S. schools, but none so far have reviewed research on the outcomes of programs designed to enhance the academic achievement of these students. The chapters represent a broad range of methodologies, from experimental to correlational to descriptive, and the solutions they propose are extremely diverse. Each examines, in its own way, programs and practices that are showing success. Together, they present a rich array of research-based effective programs that are practical, widely available, and likely to make a profound difference. What binds the chapters together is a shared belief that Latino students can succeed at the highest levels if they receive the quality of instruction they deserve, and a shared belief that reform of schools serving many Latino students is both possible and essential. While leadership in communities exists for educational purposes, this effort focuses on the institutional aspect of Latino Educational Leadership across K-12 schools and university settings. The purpose of this book is to create a greater collaborative focus on Latino Educational Leadership by inviting scholarly contributions and insights from both established and up-and-coming scholars. Latino Educational Leadership also advocates for the preparation of all leaders as well as the preparation of Latinx educational leaders, to serve Latino communities. Our impetus on Latino Educational Leadership primarily stems from the changing demographics of our country. As of Fall 2017, Latinx student enrollment in K-12 schools reached an all-time high, with Latinxs comprising 26.8% of the nation’s public school enrollment. Postsecondary level Latinx student enrollment has also improved; rising from 25% in 2005 to 37% in 2015. Given this growth, particularly at the K-12 level, there has been an increasing urgency to prepare and support more Latinx educational leaders. Their rich cultural and linguistic connections to communities help them more readily understand and meet the needs of Latino students and families. Aside from enrollment growth, Latinxs have made record strides in postsecondary attainment; between 2003-04 and 2013-14, bachelor's degrees more than doubled from 94,644 to 202,412, master's degrees conferred rose from 29,806 to 55,965, and doctoral degrees rose from 5, 795 to 10,665. Despite such promising gains, concern has not waned over how to best address the challenges this diverse student population continues to face in accessing, persisting, and matriculating across the P-20 Pipeline. There is still work to be done, as only 11% of all bachelor’s degrees, 9% of all master’s degrees, and 7% of all doctoral degrees were awarded to Latinxs in 2013-14. In particular, there is increasing urgency to address how higher education institutions can better prepare, develop, and retain Latinx leaders and scholars, who will serve and meet the needs of Latinx college students to ensure their academic success. Thus, the purpose of this book is to advance the knowledge related to serving Latino communities and preparing Latinx leaders.
