Book excerpt: European integration has long defied previous notions of state sovereignty and has since the days of the Coal and Steel Community been conferred with original supranational instruments. Yet the Treaty of Rome did not raise the same popular reactions as the Maastricht Treaty about the infringement of national sovereignty. This book suggests that the end of the Cold War has modified the functions of European integration so that the original ideals of integration have lost part of their appeal; hence the birth of the European Union can be regarded as an attempt to seek a new legitimacy. How far did the EU Treaty meet this unprecedented challenge? This book argues that the Maastricht Treaty established a constitutional framework for a new kind of polity without resolving the issue of its purpose and scope. The volume seeks thus to explain some of the reasons for the defeat of the Constitutional Treaty in 2005 dating them back to the Maastricht Treaty. In so doing, the book links the actual state of European integration with the decisions taken at Maastricht in five different realms of supranational policy-making. The first is the constitutional setting of the EU Treaty and its effect on national constitutional law; the second is the concept of governance and the changes introduced by the Economic and Monetary Union; the third is the historical background of the Maastricht agreement; the fourth the political economy of the Economic and Monetary Union; the fifth is the impact of European citizenship in the recent case-law of the European Court of Justice and the prospects of a EU politicisation. The book puts in perspective the solutions to the recent stalemate of the European integration process offered by the Lisbon Treaty.

The aftermath of the Kennedy Round witnessed the undoing of the Bretton Woods regime, but the consequent overheating of the world economy resulted in an acceleration of international trade while settlement in the currency area contributed to the launching of the Tokyo Round negotiations. The first oil shock heralded an unprecedented slump along with a jump in unemployment and inflation rates. The Tokyo Round resulted only in a first step in eliminating non-tariff barriers, leaving contentious issues between the two transatlantic trading partners unsettled. The second oil shock led to growing calls for protectionism and unilateralism particularly in the US, and the Reagan administration pressed for the launch of the Uruguay Round only partially supported by the EC. Book excerpt: The EU's pluralistic, nonhierarchical system of multilevel governance lacks clear structures of both government and opposition. According to the EU treaties, the presidency of the European Commission is thus not explicitly expected to exercise political leadership. However, the position cannot effectively be exercised without any demonstration of such leadership due to its many leadership functions. Examining this curious mix of strong political demands, weak institutional powers, and need for political leadership, this book systematically analyses the political leadership performance of the presidents of the European Commission throughout the process of European integration. The basic argument is that Commission presidents matter not only in the process of European integration, but that their impact varies according to how the different incumbents deal with the institutional structure and the situational circumstances, and thus their available strategic choices. The primary research question is thus, What makes political leadership in European governance successful and to what extent (and why) do Commission presidents differ in their leadership performance? In addressing this question, this book departs from existing research on EU leadership, which has to date often analysed either the EU's institutional structure and its potential for leadership or mainly focused on only the most recent incumbents in case study analyses. Focusing on the multiterm European Commission presidents Walter Hallstein, Jacques Delors, and José Manuel Barroso, this book conceptualizes their political leadership as a performance, and thus systematically analyzes their agenda-setting, mediative-institutional, and public outreach performance over the entire course of their presidential terms.

Book excerpt: Resistance against free trade agreements based on an expanded trade agenda, including issues related to intellectual property rights, trade in services and trade-related investment measures, has increased since the demonstrations at the WTO ministerial conference in Seattle in 1999. While the WTO Doha negotiations have broken down, the EU and USA are increasingly engaged in bilateral free trade agreements, building on this expanded trade agenda. Free trade strategies have increasingly become a problem for the international labour movement. While trade unions in the North, especially in manufacturing, have supported free trade agreements to secure export markets for their companies, trade unions in the Global South oppose these agreements, since they often imply deindustrialisation. The purpose of this volume is to understand better these dynamics underlying free trade policy-making. Academics, trade union researchers and social movement activists analyse these issues in detail in order to explore possibilities for transnational labour solidarity. This book was published as a special issue of Globalizations.
