Book excerpt: Excerpt from Deep-Sea Fishing and Fishing Boats: An Account of the Practical Working of the Various Fisheries Around the British Islands; With Illustrations and Descriptions of the Boats, Nets, and Other Gear in Use Most of the materials for the following Account of the Deep Sea and general Coast Fisheries of the British Islands were collected by me whilst Secretary to the Royal Sea Fisheries Commission, whose Report was laid before Parliament early in 1866. My duties in that capacity obliged me in most cases twice to visit almost every fishing station of any importance in the United Kingdom, thus enabling me to make a personal examination of the various boats and appliances used in the fisheries at each place, and sometimes to take part. With the fishermen in their work. Towards the end of 1865 the necessity for an official inquiry into the work ing of the pearl fisheries on the coast of Ceylon led to my being sent for a few years to that colony, and obliged me to postpone bringing these pages before the public; the delay, however, although a matter of some regret to me, has afforded me an opportunity of observ ing the changes which have since taken place, and of noting the progress or decline of particular fisheries since the removal of all restrictions on their working. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Fisheries Loan Fund: Fiscal Year 1957 For many years commercial fishermen of the United States have been generally under-capitalized and have traditionally depended upon financing from private sources. When fishing was profitable, or at least no more unprofitable than other industries competing for funds, credit was usually available to vessel owners, from banks, fish processing firms or supply houses. This satisfactorily sustained the fishery until such factors as increased operating costs, decreased prices, and increased imports of fishery products caused unprofitable operations. When this occurred, processors and suppliers found it increasingly difficult to finance their own Operation, and banks would no longer make loans on fishing vessels except in exceptional cases. Maintenance of fishing vessels and gear suffered, vessel owners were unable to meet mortgage payments, and supplies were more difficult to obtain on credit. Since 1950, many segments of the fishery industry have become so depressed that mortgages on vessels were foreclosed. This was especially true of the New England groundfish and Pacific coast tuna fisheries. Even the Small Business Administration refused to make loans to vessel owners, because of lack of reasonable assurance of ability to repay the loan from earnings. The industry became convinced that relief from financial problems claimed to be caused by increased fishery product imports could not be obtained through tariff escape clause actions after the New England groundfish industry had failed to obtain a quota in three separate actions. In most foreign countries such as Canada, Japan, Norway, and Denmark, where fish production is important, Government credit had been provided for the fishing industry. The method of handling this credit varies, with several being used in the same country at times. In Sweden, for example, loans are made by the Fishery Agency. In other countries, such as Canada and France, Fishery Banks have been established with Government funds, and special Fishermen's Loan Boards, and Credit Societies or Cooperatives have been established to provide credit for fishermen. The money may come-from both revolving funds and direct appropria tions. Loans are sometimes combined with grants or subsidies for certain pur poses. As an example, in Belgium, grants are made to pay part of the interest on loans. In other countries, such as Canada and West Germany, part of the construc tion or operating cost of a fishing vessel is paid by the Government. Loans from fishery banks or private lending sources are guaranteed by the Government in Belgium and other countries. Book Progress Report on Alaska Fisheries Management and Research 1957 Classic Reprint

Download or read book Progress Report on Alaska Fisheries Management and Research 1957 Classic Reprint written by U. S. Bureau of Commercial Fisheries and published by Forgotten Books. This book was released on 2018-02-20 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Progress Report on Alaska Fisheries Management and Research, 1957 The Bureau of Commercial Fisheries of the U. S. Fish and Wildlife Service operates in Alaska under the general authority provided in the Congressional Act of June 18, 1926, commonly called the White Act. This Act states very clearly that its purpose is to pro teet and conserve the fisheries of Alaska. Fbr these purposes the Secretary of the Interior may set apart and reserve fishing areas in Alaska and within such areas may establish closed seasons during which fishing may be eliminated or prohibited as he may prescribe. This authority to limit fishing in any area so set apart and reserved allows the Secretary to (a) fix the size and character of nets, boats, traps, or other gear and appliances to be used therein; (b) limit the catch of fish to be taken from any area; and (0) make such regulations as to time, means, methods, and extent of fishing that he may deem advisable. In accordance with the purposes outlined in the White Act, the administration of the commercial fisheries of Alaska has three principal functions: (1) Tb investigate the status of the fisheries resources and determine by scientific means whether they are yielding the maximum harvest and, if they are not, how this might be done; (2) to trans late the scientific findings into management measures and regulations in order to achieve the maximum sustained yield; and (3) to enforce the fishery laws and regulations which apply in Alaskan waters. Available in PDF, EPUB and Kindle. Book excerpt: In response to a continuing high loss of commercial fishing vessels and crews, the U.S. Congress has mandated development of new safety requirements for the industry. This volume provides a blueprint for an integrated national safety program that responds realistically to industry conditions, with priority on the most cost-effective alternatives. Fishing Vessel Safety addresses the role of the U.S. Coast Guard and the fishing industry and evaluates such safety measures as vessel inspection and registration, and the training and licensing of fishermen. It explores vessel condition, the role of human behavior, the problem of weather prediction, the high cost of insurance, and more.
