In the beginning of 1 852 their affections, which had appeared to be hopelessly alienated, had been regained, and all classes joined in evincing their attachment to the British Crown and to the institutions under which they lived the hate ful animosities and rancour which had been created by civil war and differences of national origin had almost disappeared, and the party divisions which still existed were not greater than those usually to be found in all free governments. A system of con stitutional government copied from our own had also been brought into full Operation, and was universally acquiesced in. An equally marked improvement had taken place in the material prosperity of the Province, as was shown by the fact that its credit in the London Stock Exchange had risen from a somewhat low level, and was fully as high as that of the United States. Book excerpt: Excerpt from Course of Commercial Policy at Home and Abroad: Reprinted From the Foreign and Colonial Quarterly Review, January, 1843 A short note of explanation is necessary in presenting to the public of to-day this article by the great Liberal statesman. Though public interest in the history of Free Trade is chiefly concentrated on the Repeal of the Corn Laws, this great reform was in itself only an incident, though the most important incident, in the progress of this country from a system of ultra Protection to one of Free Trade. Other stages only less important were the large reductions in the tariff enacted by Huskisson in 1825-6 and by Lord Sydenham in the 'thirties. Further drastic reductions were carried out by Sir Robert Peel's Government in 1842 which, while arousing strong opposition from the Protectionist supporters of the Government, failed to satisfy the growing party of the Free Traders. In the controversy that arose Mr. Gladstone took a prominent part in the defence of the Government, a part which is thus alluded to in Lord Morley's "Life." Writing of the year 1845, Lord Morley says: "Before many days were over, he (Mr. Gladstone) was working day and night on a projected statement, involving much sifting and preparation, upon the recent commercial legislation. Lord John Russell had expressed a desire for a competent commentary on the results of the fiscal changes of 1842, and the pamphlet in which Mr. Gladstone showed what those results had been was the reply. Before endeavouring to answer this question by examining the Report of the Conference, it is desirable to present a brief account of the official circumstances which led to this Conference. The movement for a closer organisation of the parts of the Empire for common purposes of government, defence, and trade, had long been occupying the attention of politicians both in Great Britain and the Colonies before the advent of Mr. Chamberlain to the office of Colonial Secretary in 1895 gave practical importance to the proposals. Not only had private associations in this country been educating public opinion upon the advisability of Imperial Federation, but as far back as 1874 Lord Carnarvon, on entering the Colonial Office, had definitely set himself to promote the federation of Colonial groups as a step towards the fuller federation. When Mr. Chamberlain became Colonial Secretary in 1895 directed all his energy to the promotion of this object. Events in Australia and, as he thought, in South Africa, were moving rapidly towards local federation, and the association of these groups in one great federal union appeared to him quite practicable. We are now in 1881, and I have little to add to, or to subtract from, either the facts or the principles embodied in it. I have, however, carefully revised the present edition, and made a few corrections in trifling matters of detail. The present position of our trade with the United States of America curiously confirms the doctrines advanced in this little book. In August, 1879, Mr. James Howard, the present member for Bedfordshire, asked me my opinion as to how the United States had been paid for their large exports to us; my reply was as follows: - 1. The Americans have been buying largely, from both England and the Continent, of their own Bonds and Stocks, and have given prices above the marketable value of them in Europe. 2.
