Book excerpt: Excerpt from Commerce and the Empire After working many years for Free Trade in Australia I feel emboldened to make an effort in the wider field of the Empire. The time has arrived when, in my judgment, Free Traders in all the self-governing Colonies should make an effort to bring their respective parts of the Empire into line with British fiscal policy. The task is by no means so difficult as some people think; race sympathy is making it easier every year; and the very need of revenue makes the task less instead of more difficult, since it is easier to obtain revenue without than it is with restriction. The necessity of dealing with the preferential phase of the subject has caused me to hurry the publishing, and consequently the book is less complete in many respects than I intended. The controversy with regard to preferential duties will have one good result: it will lead to a better general knowledge of the whole subject, and will, therefore, pave the way for the Self-Governing Colonies, one after another, to raise the Free Trade flag. A British Free Trade Empire is a noble object for which to fight. During a period of about nine months, in 1900-1901, immediately preceding the first Federal Election in the Australian Commonwealth, I published a weekly paper, under the title of Our Country, dealing solely with the fiscal controversy. To think of eighteenth-century New Yorkers as Britons rather than incipient Americans allows us fresh investigations into their world. How was the British Empire experienced by those who lived at its margins? How did the mundane affairs of ordinary New Yorkers affect the culture at the center of an enormous commercial empire? Dangerous Economies is a history of New York culture and commerce in the first two thirds of the eighteenth century, when Britain was just beginning to catch up with its imperial rivals, France and Spain. In that sparsely populated city on the fringe of an empire, enslaved Africans rubbed elbows with white indentured servants while the elite strove to maintain ties with European genteel culture. The transience of the city's people, goods, and fortunes created a notably fluid society in which establishing one's own status or verifying another's was a challenge. New York's shifting imperial identity created new avenues for success but also made success harder to define and demonstrate socially. Such a mobile urban milieu was the ideal breeding ground for crime and conspiracy, which became all too evident in 1741, when thirty slaves were executed and more than seventy other people were deported after being found guilty—on dubious evidence—of plotting a revolt. This sort of violent outburst was the unforeseen but unsurprising result of the seething culture that existed at the margins of the British Empire.

Uniform pocket editions of the English Poets printed by Robert and Andrew Foulis formed the first link in a chain of literary products that has grown ever since, as we see from series like Penguin Classics and Oxford World Classics. Bonnell explores the origins of this phenomenon, analysing more than a dozen multi-volume poetry collections that sprang from the British press over the next half century. Why such collections flourished so quickly, who published them, what forms they assumed, how they were marketed and advertised, how they initiated their readers into the rites of mass-market consumerism, and what role they played in the construction of a national literature are all questions central to the study. The collections played out against an epic battle over copyright law, and involved fierce contention for market share in the 'classics' among rival publishers. It brought despair to the most powerful of London printers, William Strahan, who prophesied that competition of this nature would ruin bookselling, turning it into 'the most pitiful, beggarly, precarious, unprofitable, and disreputable Trade in Britain'. Samuel Johnson's Lives of the Poets were part of such a collection, dubbed 'Johnson's Poets'. The third edition of this collection, published in 1810, brought the national project to its high water mark: it contained 129 poets, plus extensive translations from the Greek and Roman classics. By this point, all the features that characterize modern series of vernacular classics had been established, and never since has such an ambitious expression of the poetic canon been repeated, as Bonnell shows by peering forward into the nineteenth century and beyond. Based on work with archival materials, newspapers, handbills, prospectuses, and above all the books themselves, Bonnell's findings shed light on all aspects of the book trade. Valuable bibliographical data is presented regarding every collection, forming an indispensable resource for future work on the history of the English poetry canon.
