Download or read book Draft Regional Assemblies Bill written by Great Britain. Office of the Deputy Prime Minister and published by The Stationery Office. This book was released on 2004-07-22 with total page 240 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Government set out its policy on regional governance in the White Paper (Cm 5511, ISBN 0101551126) published in May 2002, as part of its overall agenda of constitutional reform and devolution. This draft Regional Assemblies Bill (together with explanatory notes on the Bill and a regulatory impact assessment) is in 13 parts and includes provisions relating to the establishment, constitution, structure, role, powers, financing, accountability and monitoring of elected regional assemblies in England, as well as other functional responsibilities such as spatial planning, housing and transport. The draft Bill is accompanied by a policy statement, issued by the ODPM, which summarises the Governments policy objectives and sets out how it intends that policy to be reflected in legislation. The statement identifies policy developments since the 2002 White Paper and indicates the main issues on which further proposals are still being developed. It also provides information on aspects not included in the draft Bill but which the Government intends to address in any subsequent Bill.

Book The New Governance of the English Regions

Download or read book The New Governance of the English Regions written by M. Sandford and published by Springer. This book was released on 2005-11-22 with total page 288 pages. Available in PDF, EPUB and Kindle. Book excerpt: English regions appeared to have been killed off by the massive 'no' vote in the referendum in the North East on 4 November 2004. By contrast, this book analyzes the many institutions and networks established at the English regional tier since 1997. It argues that a new form of governance is developing in the English regions, characterized by processes rather than specific policy concerns: strategic co-ordination, scrutiny, and civic engagement.

Book Draft Regional Assemblies Bill First Report of Session

Download or read book Draft Regional Assemblies Bill First Report of Session written by Great Britain. Parliament. House of Commons. ODPM: Housing, Planning, Local Government and the Regions Committee and published by The Stationery Office. This book was released on 2005 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Committee's report was originally intended to improve the draft Regional Assemblies Bill (Cm 6285, ISBN 0101628528) published in July 2004. Although the draft Bill is now unlikely to proceed through Parliament in the near future, the report identifies key points which the Government should consider if, in the light of the result of the referendum in the North East in November 2004, it decides it wishes to return to the issue of introducing elected regional assemblies. The report discusses a range of issues including: the powers and resources of regional assemblies; their relations with local and central government; policy areas such as economic performance, skills development, transport and housing; funding aspects; constitutional and electoral issues, including the voting system used; and stakeholder participation. The Committee concludes that any future legislation needs to be more ambitious than the draft Bill to create regional bodies that are fit for their purpose.

Book British Government in Crisis

    Book Details:
  • Author : Christopher Foster
  • Publisher : Bloomsbury Publishing
  • Release : 2005-03-15

Download or read book British Government in Crisis written by Christopher Foster and published by Bloomsbury Publishing. This book was released on 2005-03-15 with total page 334 pages. Available in PDF, EPUB and Kindle. Book excerpt: Why are we badly governed? Why has a system of government - the envy of the world as recently as the 1970s - developed so many defects? Why is there such a gulf between political classes, who seem to believe the position satisfactory or inevitable, and the general public, increasingly disaffected by politics and government? This book argues that the defects are not attributable to one political party. Some factors are outside politicians' control: the globalization of economic activity; the changes in international politics after the end of Soviet Russia; the adverse consequences of more dominating and competitive media. Some other factors are widely recognized: the decline of the cabinet and the marginalizing of Parliament; the influence of spin on our political culture; the increased role of political and special advisers. But others are not as well understood. Among them are the decline in the authority of many ministers, the undermining of the constitutional position and consequent effectiveness of the civil service, the fragmentation of government and the public sector into a mass of bodies with complex but ill-defined relations between them, and the ramifying of a system of government which, despite its protestations, is less interested in delivering results than managing news. The book traces these developments, especially over the last 25 years, but most intensively since 1997. It looks to a major change in the ways of government. It doubts whether a change of prime minister or party would remove current defects. It considers other possible alternatives, particularly a constitutional change to a 'presidential' system of government, or the introduction of a legal constitution. It concludes by arguing that, although venturing in new and untried directions might seem attractive, improvement - radical improvement - of the system we have is more likely to achieve better government and restore public confidence.

Book Kanyeihamba s Commentaries on Law Politics and Governance

Download or read book Kanyeihamba s Commentaries on Law Politics and Governance written by Kanyeihamba, George W. and published by LawAfrica Publishing Ltd. This book was released on 2015-02-01 with total page 174 pages. Available in PDF, EPUB and Kindle. Book excerpt: Justice Professor Dr. George W. Kanyeihamba is one of the leading jurists in the field of constitutional and human rights law. In the last three decades he has been a key protagonist in the metamorphosis that has seen Uganda emerge from tyranny and lawlessness to the present constitutional and political order. These essays address three thematic areas namely (i) Constitutional theory and practice - including anecdotes on the making of the 1995 Constitution (ii) Human rights and (iii) governance and development. The work illustrates the hurdles met in the implementation of the 1995 Constitution arising out of constricted political spaces; excessive powers of the executive; a weak and gullible legislature as well as a threatened but resilient Judiciary.
