Book excerpt: Utility theory or, value theory in general, is certainly the cornerstone of decision theory, game theory, microecon~mics, and all social and political theories which deal with public decisions. Recently the American School of utility, founded by von N eumann Morgenstern, encountered a far-going criticism by the French School of utility represented by its founder Allais. The whole basis of the theory of decisions involving risk has been shaken and put into question. Consequently, basic research in the fundamentals of utility and value theory evolved into a crisis. Like any crisis in basic research, and this one was not an exception, it was very fruitful. One may simply say: Allais versus von Neumann-Morgenstern, or the French School of utility versus the American School, became one of the battlefields of scientific development which proved to be a most creative source of new advances and new developments in all those sciences which are based on evaluation of utilities.

Book excerpt: In the EU's fast-growing Area of Freedom, Security and Justice, the principle of mutual recognition should play a key role in the field of judicial cooperation in criminal matters.Since mutual recognition was enshrined as a cornerstone of judicial cooperation in the EU by the European Council of Tampere in 1999, an increasing number of binding instruments based on this principle have been adopted in the framework of the EU's Third Pillar.The considerable impact of those instruments on national criminal legal systems has often required a major effort by Member States in adjusting their national legislation so that it complies with the new mechanisms agreed at EU level. What are the real difficulties encountered by Member States in the transposition of these legislative texts into national law and, even earlier, when the texts are being negotiated within the Council of the EU? What lessons can be learned from the early years of their practical implementation by the competent judicial authorities? And, above all, what will be the future role and scope of the principle of mutual recognition in criminal matters in Europe? The entry into force of the Lisbon Treaty and the adoption of a new multi-annual programme (replacing the Hague Programme) to strengthen the EU's Area of Freedom, Security and Justice are both pending. In this crucial time of transition and uncertainty, the book seeks to provide answers to the above questions and many other related issues. Through its country by country approach covering the vast majority of the Member States, it intends to provide policymakers, practitioners, academics and researchers with a comprehensive analysis of the problems that have emerged and the solutions envisaged by each State in their implementation of mutual recognition instruments. The country chapters are followed by a final EU-wide analysis that seeks to identify common themes and obstacles and to consider future options and possible scenarios. Reanalyzing material from surveys made by two French organizations, he finds that increased affluence is correlated with changes in social structure that increase radicalism. A recent shift of interest towards physiology as the mother of many contemporary biomedical disciplines, has been observed on both scientific and historical levels. Due to its unique richness and variety of facts, interpretations, theoretical models, and moreover unanswered questions, physiology remains a matter of considerable, historical and epistemological interest. For scholars interested in the experimental as well as the conceptual and theoretical aspects of the physiological sciences in their broader sense, and concerned by their place within the national and international frameworks of biomedical research, forms of cooperation have been proposed within the networks of the European Association for the History of Medicine and health. The present volume is the first publication of this cooperation. In this volume definite disciplines like neurophysiology and endocrinology, and comparative international aspects are under scrutiny by well established scientists and scholars, physiologists, historians and philosophers. A strong emphasis is placed upon neuroscientific topics like brain localization, functional architecture, physiological mechanisms, behavioral and integrative aspects of the neurosciences, neurotransmission.
